Overview

The Office of National Drug Control Policy (ONDCP) funds High Intensity Drug Trafficking Area (HIDTA) programs focused on reducing drug trafficking and its harmful consequences, particularly drug abuse and drug-related crime. The Investigative Support Center (ISC) is an essential component of the HIDTA strategy with a mission to provide investigative support and analytical assistance to law enforcement.

The New England HIDTA is seeking qualified candidates for the position of Intelligence Analyst (IA). This is a grant-funded position contingent upon annual HIDTA funding from ONDCP. The position will be based at the HIDTA Investigative Support Center collocated within the Commonwealth of Massachusetts Fusion Center in Maynard, Massachusetts. The position of Intelligence Analyst reports to the designated co-manager of the Investigative Support Center.

Responsibilities

Will serve as an all source Intelligence Analyst within the ISC.
Manage complex research into methods of transportation, drug trafficking routes, and the structure and analysis of drug trafficking organizations.
Work closely with Federal, State and local law enforcement to conduct significant drug investigations and counter-drug operations within the US.
Perform queries and checks of raw data from law enforcement systems, proprietary databases, public information databases, and other sources to be used in conjunction with the initiations and development of major investigations, analytic projects, and deconfliction.
Conduct numerous extensive database searches in an effort to identify targets, informants and witnesses for case agents of investigations. These checks include but are not limited to State and Federal criminal history checks, EPIC, Massachusetts Correctional checks, Choice Point, LexisNexis and NADDIS, among others.
Receive and process telephone related data to include, but not limited to: subscribers, pen registers and toll records. The results will then be reported in a format suitable for distribution back to the requestor.
Assist with the analysis of targets and organizations through the use of available programs or databases to include: Analyst Notebook, Palantir, Penlink; and through the development of PowerPoint presentations, and document exploitation of photos, address books, and other documents or seized documents, etc.
Travel as necessary to gather documentation seized by law enforcement officials in the field from individuals suspected of illegal narcotics trafficking or money laundering activities. Attend workshops/seminars on intelligence gathering/analyzing techniques. Travel to attend meetings related to narcotics enforcement efforts, including minimization meetings for intercept investigations.
Assist/coordinate the investigation of targets and organizations to include use of: search warrants, witness and defendant debriefings, court testimonies, i2 organization charts; flow charts; comprehensive pen register telephone tolls analysis and reports; PowerPoint presentations; photo and address books; analysis of miscellaneous seized documents including money ledgers, telephone address books; pocket trash, etc.
Attend training courses to improve analytical capabilities and share techniques with co-workers.
Requirements

Qualifications & Skill Requirements

Qualified candidates must be a U.S. citizen and legally authorized to work in the United States. NEHIDTA does not provide sponsorship for employment visa status (namely H-1B or TN status) for this position.

Minimum

Bachelor’s Degree or equivalent demonstrated experience working as an Intelligence Analyst in the law enforcement, military, or intelligence communities.
Basic understanding of and interest in drug law enforcement.
Solid command of MS Excel, Word, and PowerPoint, including expertise in formatting and design of reports, link charts, graphs, and tables.
Experience in synthesizing and interpreting data, preparing and presenting reports, research and writing (a writing sample will be requested).
Understand and be aware of Federal 28CFR, part 23.
Ability to work independently with minimal direct oversight.
Ability to interact with staff (at all levels) in a fast-paced environment, remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality.
Ability to work effectively in an inter-agency environment with federal, state and local law enforcement and intelligence professionals.
Exceptional writing and public speaking skills.
Preferred

Advanced Degree.
Military, Law Enforcement, or Intelligence Community experience.
Experience in the use of PenLink.
Familiar with social media data exploitation.
Benefits

Contract Term & Rate: One year contract, $55,960.80 (subject to renewal)

Benefits:The selected candidate will be hired as an independent contractor and will not receive benefits.

Background Check: The individual hired for this position will be subject to a background check and must be eligible to obtain a “Secret” clearance.
