GENERAL STATEMENT/ ORGANIZATIONAL RESPONSIBILITIES:
Under limited direction, oversees all aspects of a company-wide Geographic Information System (GIS). Position is responsible for GIS data management and quality control, GIS application maintenance and development, GIS database administration, and performing administrative, professional, and technical work. Works in the Quality Control Division of the Engineering Department under the general direction of the BIM/CAD Administrator, but will coordinate many efforts with the Information Technology Division within the Administrative Services Department.

TYPICAL DUTIES:
Summarizes goals and objectives into a GIS strategic plan focused on achieving organizational goals.
Establishes and documents standards, policies and procedures necessary to ensure a consistent approach to development of a GIS infrastructure and related applications.
Manages enterprise GIS database in Oracle and SQL database environments. Performs ArcGIS Server maintenance, authors and publishes web services, manages ArcGIS Online environment.
Builds and configures GIS applications for the District's ESRI-based GIS. Utilizes web and desktop application development tools and skills to develop, and deploy GIS applications.
Troubleshoots issues related to data, and applications with minimal guidance. Supports existing web and desktop GIS applications throughout the organization.
Plans and coordinates work requirements with the BIM/CAD Administrator and other staff responsible for acquiring, projecting, and processing of spatial and tabular data to support GIS systems.
Performs complex technical tasks including system configuration, application development, geo-database maintenance, data analysis, ; coordinates with IT regarding all GIS related computer hardware and software and GIS databases.
Establishes schedules and methods for providing updates to digital data; identifies resource needs; reviews needs with the BIM/CAD Administrator as appropriate.
Provides training on GIS systems and capabilities for District users.
Participates in the preparation and administration of GIS related budget items.

Qualifications:
Minimum Qualifications
Bachelor's degree in GIS, Information Systems, Computer Science, or related field, supplemented by five years previous GIS experience. Experience with an ESRI enterprise GIS. Proficiency with the ESRI software suite (version 10 and newer), including ArcGIS Desktop, ArcGIS Online, Web Application Builder, and ArcSDE. Experience administering ArcGIS Server. Proficiency with editing using versioning. . Knowledge of the modern principles, practices and procedures of GIS. Knowledge of geographic principles, cartography, GPS, geoprocessing, and GIS theory. Thorough knowledge of coordinate systems and data projections. Analysis, troubleshooting and customer service skills with ability to prioritize and manage multiple tasks. Ability to communicate effectively with technical and non-technical staff. Equivalent combination of education, training and experience will be considered.

Desired Qualifications
Experience with Oracle and SQL Server database administration. Experience with GIS application development Experience in system integration, including middleware tools. Development experience using JavaScript, C#, ArcGIS JavaScript API. Experience with web services and service-oriented architecture: SOAP and REST, ArcEngine, ArcPad, Python, JQuery, JSON, and AJAX, SQL and RDBMS design.
