District Background

• Basalt Sanitation District is a Title 32 Special District formed in 1968. Boundaries are coterminous with “East or “Old Town” Basalt, including Southside and the Roaring Fork Club. The Town of Basalt provides water service within the District’s service area. (El Jebel area and Willits are served by Mid-Valley Metropolitan District). The District currently serves 900 customers.
• The District has a wastewater treatment plant with a design flow of 0.8 MGD and approximately 5.8 miles of collection lines that serves both sides of the Roaring Fork and Frying Pan rivers. CDPHE Permit COG588000.
• The treatment plant utilizes an aerobic process with an oxidation ditch, clarifiers, digesters, UV station and centrifuges for dewatering sludge.
• The collection system has been designed to utilize gravity to transport all flows to the treatment plant. There is one lift station located at the treatment plant.

Job Summary

The Basalt Sanitation District has utilized the services of an independent contractor to operate and maintain the plant and collection system and comply with its discharge permit and all MPDS/Colorado testing requirements since 1986. The District’s Board of Directors has decided to transition these services and requirements in-house and hire a full time WWTP manager/operator who will act as the Operator Responsible in Charge (ORC) This provides the right candidate with an opportunity to develop, propose and implement his/her own protocols and systems in a small District, determine and fill staffing needs and generally help the District transition to an employee based wastewater treatment plant and collection lines operation. The goal is to ensure the facility’s final effluent is of the best quality in order to protect the gold medal waters of the Roaring Fork River, while utilizing plant and District resources wisely and efficiently.

NOTE: The District will continue to retain a separate administrative and accounting staff as well as an independent certified Professional Engineer (P.E.) for engineering services.

Job Description

• WWTP Manager/Operator will be responsible for all operations, maintenance, repairs and reporting at the wastewater treatment plant and the District collection lines.
• WWTP Manager/Operator will be responsible for compliance with all of the Colorado Department of Public Health and Environment (CDPHE) reporting and testing.
• WWTP Manager/Operator will be responsible for compliance with the National Pollution Discharge Elimination System (NPDES)/Colorado testing and requirements.
• WWTP Manager/Operator will also participate in the development of the annual budget and the 5 to 20 year capital plan. In addition to its development, the WWTP Manager/Operator will be responsible to adhere to the annual budget.

Duties and responsibilities include:

• Manage and perform the required duties of daily operation and all maintenance of the WWTP and the collection system. Maintenance will include both scheduled and emergencies.
• Analyze plant and laboratory reports and makes adjustments of process controls to improve treatment and maintain regulatory compliance.
• Perform expeditious diagnosis and correction of process issues resulting from any factors, emergency or non-emergency, or conditions that could lead to process upsets.
• Formulate preventative maintenance schedule.
• Formulate process control strategies.
• Develop staffing needs at plant.
• Develop equipment needs at plant, including budget.
• Develop over time, in conjunction with District Administrator, Plant Policies and Procedures
• Develop emergency response plan.
• Develop security plan.
• Promote safe work practices.
• Maintain all administrative files for the plant operation, including maintenance schedules, purchasing records, grease trap inspections, emergency response reports, CDPHE reporting, sewer jetting/inspection, inflow and infiltration (I&I) and associated repair work, sewer taps, and anything else.
• Hire, train and supervise all WWTP employees.
• Responsible for all requests, inquires, complaints and emergencies.
• Maintain District GIS database.
• Perform tap inspections as scheduled.
• Work with District P.E Engineer as needed, to inspect collection line projects and plant capital projects.
• Performs other duties as required.
• Prepare a monthly report for the Board of Directors and attend the Monthly Board Meeting.


Qualifications:
Knowledge, Skills and Qualifications:

• A State of Colorado Class B Wastewater Operator’s license required, Class A preferred.
• A State of Colorado Class 2 Wastewater Collection System Classification required.
• 5 years or more wastewater and collection system experience, with
a minimum of 3 years in a managerial/supervisory capacity.
• Proven ability to develop and implement protocols and procedures
• Knowledge of Local, State and Federal regulations.
• CDL License or the ability to quickly obtain.


Physical Demands and Work Environment:

Work involves managing and performing work in all types of weather. Work involves exposure to loud noises, chemicals, toxic fumes, air and waterborne pathogens, and mechanical equipment. There is frequent need to stand, stoop, walk, sit, climb in high areas, lift heavy objects (up to 50 pounds) and perform other similar actions during the course of the workday. The Basalt Sanitation District promotes a drug/alcohol free work environment and requires mandatory drug/alcohol testing in the event of an accident while on District premises, driving District vehicles or working on District property or equipment.
