DEFINITION
Plan, organize, supervise, and participate in the day-to-day operations of work and personnel assigned to the wastewater treatment plant. Review and monitor adherence to operational plans and procedures, manage regulatory compliance, assist in process control work and coordinate activities with other internal departments. Review and analyze daily logs, data sheets, and laboratory data; monitor wastewater operations and associated systems and equipment to ensure permit compliance. This position must work well independently and with teams, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton's mission and values.

SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from the Utility Maintenance/WWTP Manager. Exercises supervision over Wastewater Treatment Plant operations and maintenance staff in order to maintain regulatory compliance.

EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Manages permit and regulatory compliance of the wastewater treatment plant. Reviews operating data and makes process changes to ensure permit compliance. Assists in project planning and oversight. Plan, prioritize, assign, supervise and review the work of staff responsible for providing wastewater treatment and plant maintenance services. Interfaces with all regulatory agencies and provides all required reports. Oversees annual and unscheduled safety audits and inspections. Performs record keeping functions, prepares reports as required. Performs and supervises laboratory analysis. Observes and documents the performance of plant machinery, equipment, piping, and structures; coordinates necessary repairs with maintenance personnel or outside contractors. Makes capital and operating budget recommendations and assists in managing the division budget. Reviews and maintains the Standard Operating Procedures (SOP) for WWTP operations. Utilizes proper safety precautions for all work performed. Assists other departments in major projects, as necessary. Performs other duties and responsibilities as assigned. Is able to respond to emergencies 24/7.

Qualifications:
QUALIFICATIONS
Knowledge of:
Regulations, regulatory agencies, permitting, compliance reporting. Wastewater treatment principles, methods and practices, specifically Activated Sludge Treatment. Process control testing and data analysis. Principles of supervision and training. Operation, maintenance and repair of major wastewater plant equipment, systems and facilities. Operation and maintenance of a wide variety of tools and equipment utilized in the trade. Project oversight and management in the treatment systems or facilities. Telemetry systems and preventative maintenance practices and procedures as applied to wastewater treatment facilities. Mathematical concepts. Safety rules, regulations and safe work methods and precautions related to the work.

Ability to:
Apply independent judgment, personal discretion, and resourcefulness in interpreting and applying guidelines, rules, and regulations. Establish and maintain cooperative and effective relationships with those contacted in the course of work. Supervise, organize staff, and review the work of operations and maintenance personnel. Select, train, and evaluate staff. Communicate effectively orally and in writing. Prepare legally mandated reports, responses, and applications, as required. Locate and diagnose operational problems and adopt effective courses of action. Assist in supervising, training, and evaluating less experienced personnel. Read and interpret basic maps and blueprints. Prepare reports and maintain accurate records. Work with little or no supervision.

EDUCATION AND EXPERIENCE
Completion of the twelfth grade supplemented by specialized coursework in chemistry, biology, civil engineering or related field. Minimum of five (5) years of progressively responsible experience in the operations and maintenance of wastewater treatment facilities including two years of supervisory and regulatory compliance experience, or any equivalent combination of education and experience.

PHYSICAL REQUIREMENTS
Operates vehicles and equipment. Work is performed at various time intervals in an office environment while sitting at a desk or computer terminal or while standing. Continuous use of both hands in reaching/handling/grasping/fingering while performing duties and operating computers. Occasional heavy work includes lifting and carrying up to 50 pounds. Occasionally ascends/descends stairs, ladders and other inclines while maintaining balance. Work in confined space. Squat/bend frequently at the waist. May perform stand-by/on-call duty, work overtime as directed. Work outdoors in a variety of weather conditions.

SPECIAL REQUIREMENTS
Must possess a Colorado Class "A" Wastewater Treatment Certification and valid driver's license. Possession of a level III Wastewater Collections Certificate is desirable.
Bilingual English/Spanish preferred, but not required.
Completion of FEMA IS 100 and IS 700 within six (6) months of hire.
