Details:
Carries out the maintenance of the Scada HMI, RTU, PLC software and hardware in the Utilities Division of the Department of Public Works. Performs related work as required. Organizes and performs the supervision, monitoring, and development of added features, enhancements and/or additions to the HMI graphics and automation capabilities. Knowledge of PLC logic software and Scada RTU programing used in water facilities, treatment plants, pumping stations and metering vaults is required. The work is performed under the administrative and technical direction of the Equipment Maintenance Superintendent. Position parameters require the exercise of independent judgment in the solution of technical problems with review made on the final results obtained.

Qualifications:
Essential Job Functions:

Receive, install, configure, program, develop, and calibrate equipment, servers, networks, PLC's, RTU's and other components;


Conduct maintenance and upgrades;


Work effectively with contracted support providers;


Monitor data communications;


Develop HMI graphics and equipment control functions;


Set and monitor alarm functions;


Respond quickly to system emergencies;


Troubleshoot PLC's, related circuits, and system hardware;


Set up firewalls and ensure security of the SCADA system components from outside attacks;


Use, test and troubleshoot equipment and software to diagnose and repair malfunctions;


Calibrate and test field sensing equipment;


Manage access to the system;


Manage inventory of equipment and software;


Maintain all license and support contract documentation;

Comply with all accepted change control procedures;


Understand and comply with applicable federal and state regulatory agency reporting and documentation requirements.

Qualifications, Knowledge, Skills, and Abilities:
Knowledges, Abilities and Skills (These are pre-employment KASs that apply only to Essential Job Functions.)



Knowledge of–



Methods and practices involved in installing, maintaining, and operating a wide variety of Scada, RTU, and PLC Software.



Standard practices and materials of the instrumentation and communication trade;



Possible defects and faults in the gear common to those trades and of effective corrective measures;



Ability to- 



Read, understand, and apply information in technical bulletins, service manuals, and operations manuals;



Work from drawings and specifications;



Troubleshoot and maintain process control instrumentation installations;



Establish effective working relationships;



Use the tools and equipment of the field effectively;



Follow oral and written instructions.



Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledges, abilities and skills may be substituted on a full-time year for year basis.)



Training and/or Education
High school diploma; preferably completion of two years of college with courses in electronic theory, computer operating program and database software applications; or any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.



Comprehensive technical background in overall computer hardware/software use, with emphasis on database development and management, electrical and instrumentation experience preferred.



Experience
5 years' experience with Telemetry systems, PLC's, and Scada HMI software programs, preferably Wonderware.



Licenses or Certificates
Valid driver's license.
