Description

This is an intelligence and investigative field support position for the Western MA regional office of the State Police Commonwealth Interstate Narcotics Reduction Enforcement Team (CINRET). Incumbents use the methods of applied research and the intelligence cycle to:



Establish criminal profiles on drug trafficking organization members via sophisticated searches into several law enforcement databases, open source and social media databases and through use of investigative software including, but not limited to: TLO, CLEAR, ISO, Facial Recognition, ALPR, CJISWeb, InmateWeb, MIDNet and OSINT.



Run historical ALPR queries in order to find out where a motor vehicle plate has been in the past, to determine whether a vehicle is traveling to specific areas known to be sources of drug trafficking organizations, identify narcotics trafficking patterns, and to identify associated vehicles. Create "hot lists" in the ALPR system in order to track particular drug trafficking organization vehicles in real time.



Identify the users of high frequency numbers through several open sources, law enforcement, and social media to link suspects.



Utilize facial recognition software to help identify targets and/or associates based off of social media profiles/accounts.



Gather intelligence information by field observation, confidential information sources, or public records.



Support investigators by conducting subject background investigations, preparing and disseminating bulletins, and generating investigative leads.



Determine the structure and operation of criminal groups on a tactical level and identify criminal associations and relationships by performing various kinds of analyses to support investigative work and produce intelligence products such as link analyses; telephone toll analyses, timeline analyses; and any analyses through which data are integrated to determine the existence of networks and patterns.



Prepare oral and case presentations and briefings for agents, officers, and supervisors regarding findings, case progress, and research results, as well as other presentations on findings, products or techniques.



Support the prosecution of criminal cases by creating presentations and charts for use by prosecutors, meeting with prosecutors and case agents when requested, and providing testimony regarding work product at hearings, during trials and in related judicial forums when subpoenaed and/or as otherwise required.



Create specialized databases and prepare comprehensive documentation (i.e. case files) of intelligence products generated, and classified and unclassified data researched, to accurately reflect the information collected and analyzed

over the course of an investigation.



Attend meetings with law enforcement personnel as requested. Conduct meetings to exchange information pertaining to criminal activities and share intelligence as appropriate with other law enforcement parties.



Input intelligence information into CrimeNtel, ACISS and legacy and successor information systems and contribute to the Commonwealth Fusion Center’s annual threat assessment as requested.



Perform related duties such as conducting periodic reviews of existing reports and records to determine which should be purged based on records retention laws, unit procedures and related factors; providing administrative support; reviewing analytical intelligence and law enforcement materials and undergoing training to remain current on job-related procedures, law enforcement investigation and intelligence issues, and methodological innovations.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have (A) at least four years of full-time or equivalent part-time professional experience in work for which analysis, research, investigation or communications was the primary responsibility, which may include service in the Military Occupational Specialty (MOS) of Intelligence Specialist or a similar MOS, and (B) a Bachelor's degree or higher in a social science or liberal arts discipline, or (C) an equivalent combination of the required experience and the substitutions below.


Applicants must be able to obtain a Secret-level security clearance.


Candidates are required to have a current and valid motor vehicle operator’s license at a class level specific to assignment.


Substitutions:

I. A post-undergraduate certificate in crime analysis, intelligence research or a similar area of study may be substituted for one year of the required (A) experience.

II. A Master's degree in criminal justice or a related social science discipline may be substituted for one year of the (A) required experience.

III. A Master’s degree in criminal justice or a related social science discipline, plus a post-undergraduate certificate or completed graduate-level fellowship or internship in crime analysis, intelligence research or a similar area of study, may be substituted for two years of the required experience.
