Job Summary

Under the supervision of the Director of Water & Wastewater Utilities, performs and oversees the daily activities of the Water treatment plant. Assists in supervision of the Wastewater treatment department as requested or assigned.

Work involves all aspects of operation and maintenance of the Water treatment system. All work must be in compliance with applicable regulations and standards. An employee proceeds independently to complete assignments, coordinating matters as needed and resolving most problems encountered in the work; only new, policy or personnel matters are referred to others. Under general direction, coordinates, supervises and participates in the operation of the District’s water and wastewater treatment plants to ensure the protection of public health, and the production of adequate quantity and acceptable quality of the District’s drinking water supply.

Essential duties and responsibilities may include, but are not limited to the following:



Performs all the duties of a Plants Operator with proficiency.


Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance.


Assists in researching, defining, leading and/or supporting optimization of treatment processes and sustainability efforts. Works with Water Quality to identify sampling activities and data that support optimization.


Produce a work schedule for operations personnel and make adjustments as necessary


Performs work that requires the use of specified respiratory equipment that guards against exposure to airborne hazards. Complies with all Municipal, State, and Federal physical requirements as per Self-Contained Breathing Apparatus (SCBA) guidelines.


All work must be in compliance with applicable polices, rules, regulations and laws


Supervisory Responsibility

Serves as a positive and engaged member of the District Management Team and manages employees for optimum productivity.


This role takes a proactive approach to the management of employee performance while creating and maintaining a supportive, professional, and open environment, consistent with the District’s culture.


Participates in the employee selection process, evaluates employee’s performance, provides regular feedback and participates in quarterly performance alignment conversations.


Motivates, encourages and develops direct reports.


Develops and maintains training program for staff to ensure employee development, growth and engagement.


Demonstrates a respectful attitude toward customers, co-workers, elected officials, and supervisors that promotes teamwork, open communication and effective customer service.

Other Duties



Serves on task forces, work groups, and committees as a working member, resource and leader. Resolves problems affecting services to users. Represents the department and the District as required.


Assist the Utilities Director in the department budget preparation and assures operations are performed within the Board approved budget. May be required to attend job related meetings outside the District


Performs other related work as required.


Knowledge



Knowledge of the principles and practices of water and wastewater treatment.


Knowledge of principles, practices, materials and equipment used in water and wastewater treatment


Knowledge of the established safety and industry guidelines for the tools, equipment and materials used in plant operations.


Advanced computer skills to include the ability to use Microsoft Word, Excel, PowerPoint, and Gmail as well as an asset management program.


Thorough knowledge of current principles and practices applicable to assigned areas of responsibility; local, state and federal laws and regulations related to assigned functions.

Skill in using common tools, equipment and materials of the trade.

Qualifications:
Qualifications
Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted.)



Required Education and Certifications



Bachelor’s Degree in Biology, Chemistry, Science or related field.


Four years of progressively responsible related experience at least two of which were in a supervisory capacity, and at least four years as a Plant Operator.


Must have and maintain Colorado Class “A” Water and Class “A” Wastewater certifications or the ability to acquire within one year.


Must have and maintain a valid Colorado class “R” driver’s license.


Position Type/Expected Hours of Work

This is a full-time exempt position. Regular organizational business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Actual work schedule can be flexible to balance organizational and personal needs outside of normal business schedule. Work is subject to recurring deadlines and interruptions.




Special Requirements



Must provide own safety footwear.


Acts as the Operator in Responsible Charge (ORC)


Physical Demands



Frequent use of keyboard devices, heavy lifting, reaching, stooping, bending, crawling, crouching and climbing.


Work may require occasional exposure to hazards; exposure to dirt and soil; temperature extremes and unusual environmental conditions. Subject to call back in emergencies. Use fingers to operate computer or typewriter keyboards, hand tools, mechanical tools and devices. Appropriate professional interaction with others and in attendance at meetings of various sized groups and at various settings.


The work is mostly sedentary with periods of light physical activity, and is performed in office surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.


Unusual Demands



Worker is required to provide assistance during call backs and emergencies, subject to work hazards and unpleasant conditions, occasional exposure to inclement weather, may be required to occasionally work beyond normally scheduled work hours, weekends and holidays. Employee may be required to participate in stand by or on call duty as necessary.
