The City of Englewood is located in Arapahoe County, Colorado. Englewood is part of the Denver-Aurora Metropolitan Area and is located in the South Platte River Valley east of the Front Range and directly south of central Denver. Englewood is home to approximately 35,000 citizens.

The City of Englewood is currently searching for a Director of Utilities. The Director of Utilities serves as a department head and a member of the executive management team. Manages the resources of the Utilities Department by overseeing three Divisions: Water Treatment Production & Delivery, Distribution & Collection and Administration. Plans, administers, and directs all activities relating to the design, construction, repair and/or maintenance of the potable water and sanitary sewer infrastructure of the City including the Water Treatment Plant. Develops & executes department goals in support of the vision, mission & values.

Essential Duties & Responsibilities:

Leads the department management team. Responsible for the development and implementation of departmental goals, objectives, policies, procedures, and service standards.

Participates as a member of the Executive Management Team. Contributes to the development and implementation of City goals, objectives, policies, procedures, and service standards.

Establishes, plans, and administers the overall programs, policies, and strategic goals of the department.

Plans, organizes, schedules, supervises, and evaluates the work of the Department staff. Recommends the selection of staff and provides for their training and professional development.

Prepares the department budget. Monitors expenditures and ensures compliance of approved budget.

Works with other governmental agencies in the development, coordination, and implementation of utilities projects. Is responsible for enforcing all adopted policies and regulations pertaining to Utilities as identified in the Englewood Municipal Code; ensures compliance of all operations with all federal, state, and regional laws, permits, reporting requirements and environmental regulations

Provides engineering expertise and project administration for Water Fund and Sanitary Sewer Fund projects.

Provides oversight and proactive management of the water rights portfolio.

Serves as President of the Englewood McLellan Reservoir Foundation, Inc., a not for profit corporation to oversee the development and management of a real estate asset. Works with the Board to optimize development in order to maximize the long-term financial return to the City. Those efforts include land planning, over lot grading, subdivision, infrastructure design and development, securing water taps, leasing, etc.

Evaluates and prepares comments and recommendations on issues raised by the City Manager and or City Council, the Water and Sewer Board, and others as appropriate.

Participates with the City Managers Office in establishing the City Capital Improvement Program Budget.

Prepare technical memos to City Council and Water and Sewer Board; attend City Council meetings when required and any other organized meetings as directed by the City Manager.

Supervise, establish performance standards, coordinates activities, delegate and plan work of assigned staff. Make decisions related to staffing, performance, salary increases and training. Ensure compliance with applicable personnel guidelines and employment law.

Represents the department with outside agencies on water rights and regulatory matters including the State Engineers Office, Colorado Department of Public Health and Environment, EPA, and State Water Commissioners.

Plans, directs, and coordinates responses to department emergency situations.

Responsible for fostering team building between department divisions, as well as other City departments, to ensure efficient use of resources.

Facilitates and coordinates long-range planning activities.

Stays informed of all relevant managerial practices, and technological advances in the utility field.

Interacts with the public by responding to inquiries and complaints.

Responsible for fostering a positive environment for development while enforcing City policies and municipal code.

Other Duties & Responsibilities

Performs other duties as assigned and required.



Qualifications:
Education: A Bachelors Degree in Environmental Science Civil Engineering, Water Resources or related field. A Masters Degree in Business Administration, or related field preferred.

Work Experience: 8 years of progressively responsible experience in related field; Minimum 5 years in management, administration and project management.

Certifications and/or Licensures: State of Colorado Professional in Engineering (PE) certification

Required Drivers License: Valid Colorado Drivers License and a clear or acceptable MVR.

An equivalent combination of education, training and relevant job experience may be substituted.
