GENERAL STATEMENT/ ORGANIZATIONAL RESPONSIBILITIES:
Under minimum supervision, performs a variety of professional-level research, analytical, and administrative duties of moderate complexity related to the business and operations of a division or department. Typically, reports to a Department or Division head.


TYPICAL DUTIES:
Responsible for the administration of a significant program that supports both the Department and District processes. Identifies alternative solutions or opportunities for program efficiencies and changes.
Compiles, aggregates, verifies, and analyzes data in order to make recommendations to improve District or departmental processes. Prepares reports and presentations for delivery to senior management or board members.
Assists with the development and oversight of departmental and/or divisional budgets. Provides budget information and analysis to department and division heads. Works closely with department or division heads to ensure all budget activities meet deadlines.
Provides professional and technical administrative duties to department or division head.
Assists in identifying and resolving operational and administrative issues to support a division or department.
Responsible for the coaching, development, and supervision of any support staff that are assigned to them.
Performs other duties as assigned.

Specific Department Duties
Administers the District's software license compliance program. Serves as focal point for software licensing. Manages and maintains software-licensing lifecycle, performs program audit and educates IT staff and other staff when needed on licensing strategies and procurement processes.
Performs licensing research, drafts process, procedures and training on software-license compliance program, conducts training and recommends program improvements.
Responsible for licensing negotiations as necessary and applicable.
Supports strategic IT initiatives and works as a liaison to collect, analyze and validate data, processes and procedures.
Manages and maintains contract and equipment procurement to support division operations.
Coordinates budget development process for IT inclusive of the needs derived from the software license compliance program.

Qualifications:
Minimum Qualifications
Bachelor degree in business, statistics, or other related area. Four years' experience providing high-level administrative support or business analysis. Experience working with databases and providing business analysis. Experience overseeing programs or projects. Excellent verbal and written communication skills. Strong experience in MS Office software. Ability to work well independently and to establish and maintain effective working relationships.

Equivalency
Equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience requirement is in addition to any experience used to meet the education equivalency. For this position, in addition to the required four years or more of work experience providing high level administrative support or business analysis, equivalency would be an Associate's Degree plus four years of directly related professional experience or eight years of directly related experience without a degree.

Desired Qualifications
Experience supervising support staff. Experience applying statistical methods to support recommendations or initiatives. Experience creating high-level reports for senior management usage. Some experience in the development of predictive models.
