The Collection and Distribution Operations Supervisor is responsible for supervising the operation of all or portions of the District facility systems related to raw water supply, water distribution, sewage collection and reuse irrigation in conjunction with specified operator’s level. Under general direction, plans, directs, supervises and participates in the operation, repair and maintenance of the District systems to meet standards prescribed in the District’s applicable permits. Manage and coordinate the maintenance and repair of these facility systems to ensure their proper operating condition. Perform inspections for new construction of water and sewer facilities added to the District’s overall system. This position requires the operator to be available for 24-hour-a-day scheduling for emergency responses.

Job Duties

• Assist with the repair of District facilities such as water systems (wells, storage tanks, pump stations), wastewater systems (lift stations, force mains and pumps) and reclaimed water systems (storage tanks and pump stations) as needed.
• Supervise and conduct meter reading activities in support of the District’s water system billings.
• Supervise and manage inspections and annual reporting for back flow preventers, grease interceptors and sand/oil separators in compliance with State regulations.
• Maintain testing, operation, and repair and maintenance record keeping systems including those needed for permit reporting such as sewer main jet cleaning/video, manhole rehabilitation and valve exercise programs.
• Supervise existing District facility “locates” for construction of new facilities (service taps, water mains, sewer mains, etc.) to be added to the District’s overall system by outside contractors.
• Assist with review of construction drawings and plans for the installation of new District infrastructure as well as site-specific water/sewer systems.
• Assist with pre-construction meetings, as-built verification and plan change orders.
• Supervise staff and perform inspections for construction of new facilities (service taps, water mains, sewer mains, etc.) added to the District’s overall system by outside contractors.
• Supervises and directs the activities of assigned staff, makes recommendations regarding performance evaluations, hiring, resolution of employee issues and termination of employees.
• Sets operational standards for (system-wide disinfectant monitoring and flushing).
• Assist with resolving emergency conditions resulting from system malfunction or upsets.
• Prepares reports on field operations and assists with annual reports as required by permits.
• Recommends and order parts and materials, arrange for special outside repairs, and special equipment rentals, as approved.
• Cooperate, communicate and work together with all co-workers; plan and complete job duties with minimal supervisory direction using appropriate judgment.
• Monitors and controls expenditures, and recommends purchases for equipment, parts and chemical supplies.
• Participates in budget preparation and administration and prepares cost estimates.
• Maintain a safe working environment for employees and clients.
• Other duties as required.

Work Environment
The Collection and Distribution Operations Supervisor works out doors. The position work schedule varies depending on the weather. Hours are usually scheduled from 7 a.m. – 3:30 p.m. The position is required to work weekend days (Sat/Sun) as scheduled, or during heavy storm events including snowfall. The Collection and Distribution Operations Supervisor should be flexible with availability depending on the need of the customers.

Physical Requirements
While performing the duties of this job, the employee is frequently required to stand, walk, sit, use hands, reach with hands and arms, stoop, kneel, squat and lift objects. May be required to lift and/or move up to 50 to 75 pounds. Must be able to drive during the course of work.



Qualifications:
Technical/Professional Knowledge (Knowledge/Skills, Education, and Experience)

• Operate hand and power tools
• Must be at least 18 years old
• Must have valid Colorado drivers license
• Successfully obtain and maintain a minimum of Collection and Distribution Certifications level 3 or 4 from the Colorado Certification Board
• Five years minimum experience with utility construction inspection
• Other certifications a plus
