Definition: Under the general direction of the Treatment Operations Manager, supervise personnel and operations at the City's wastewater treatment plant and assist with managing WWTP facilities.

Principal Duties: This is a highly skilled technical position responsible for organizing and coordinating the operation, maintenance and regulatory compliance activities within the City's wastewater treatment facility. Employees working in supervisory positions are expected to directly support the Department's strategy, goals and priorities. They are also expected to continue developing non-technical competencies such as verbal and written communication, mentoring and leadership, and collaboration skills. Supervise the operation and maintenance of the wastewater treatment plant. Supervise direct staff, and assist Treatment Operations Manager in operation and maintenance activities to ensure that the plant and associated
facilities, including bio-solids treatment and re-use, meet all State and Federal regulatory requirements and that City policies are appropriately implemented. This includes fulfilling the role of Operator in Responsible Charge (ORC), and actively operating the plants for a minimum of 100 hours per year. Monitor the operations of the plant using laboratory, maintenance and operational reports. Ensure that all plant activities are properly documented. Confer with operators, mechanics and supervisors regarding process control and maintenance issues. Provide input to Treatment Operations Manager and Maintenance Supervisor so that preventive, routine and corrective maintenance activities are identified and completed by maintenance and operations staff. Utilize Supervisory Control and Data Acquisition (SCADA) system to collect and analyze operating data, control treatment processes and monitor the wastewater plant and related systems. Provide input to Treatment Operations Manager regarding SCADA needs at the wastewater treatment plant. Assist Treatment Operations Manager with preparing related plant reports for submission to State and Federal agencies. Establish and implement plant policies and procedures in cooperation with Treatment Operations Manager. Ensure that department and City policies and procedures are being followed. Provide input/feedback to the Treatment Operations Manager regarding the development and implementation of long-term plans and goals to improve treatment and operational efficiency. Oversee the purchasing of supplies, materials, equipment and services related to the day-to-day operation of the wastewater treatment plant. Prepare and provide input/feedback to the Treatment Operations Manager regarding preparing and administering the wastewater treatment plant budget. Supervise, train and evaluate staff. Recommend and participate in recruitment and selection. Evaluate performance and recommend/implement appropriate personnel actions. Schedule, assign and track staff activities and work completion. Prepare summary reports on staff activities, costs of operation, etc. as required. Provide technical training to staff and assist staff in identifying and obtaining outside training. Communicate Department and City policies, goals and procedures to staff. Ensure that staff follows applicable safety policies and procedures and that work is done in accordance with all local, state or national safety codes and requirements. Ensure compliance with all current and applicable wastewater treatment regulations and permits. Maintain knowledge of current and pending regulatory issues and changes in regulations. Work with Treatment Operations Manager to interpret regulations and take necessary actions to maintain compliance. Work with staff and higher level managers to plan for new and proposed regulatory requirements. Confer with Water Quality Lab to ensure that the WWTP water quality monitoring program is conducted in compliance with all applicable regulations. Work with Treatment Operations Manager to provide technical assistance to and assist in coordinating the activities of consultants, contractors and department engineering staff. Review and assist in the development of plans and specifications for treatment plant construction projects and equipment. Work with Treatment Operations Manager to respond to and resolve citizen and customer complaints and issues related to the wastewater facility. Conduct plant inspections on a routine basis to ensure the efficient and safe operation of the wastewater treatment plant and related facilities. Follow up on inspections with plant staff and Treatment Operations Manager to resolve issues. Maintain WWTP data and reports for use by operations and other City staff. Attend and participate in professional seminars and conferences to stay abreast of current practices, trends and innovations in the field of wastewater treatment. Obtain required training to maintain licenses and certifications. Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions and outside agencies. Train, develop, guide and mentor employees toward improved performance in a manner consistent with City values and expectations. Performs essential duties and additional tasks in a manner which enhances City Attributes.

Working Environment: Work is typically performed in a plant environment inside an office and occasionally in process buildings. Work may entail occasional exposure to chemicals and dust. Work typically includes moderate lifting, walking, standing, sitting, kneeling, and driving passenger vehicles. Requires the use and wearing of a pager during and after work hours. The candidate for this position must be able to meet the physical requirements necessary to do the job.

Position Hours: Monday - Friday 8:00am-5:00pm. Occasional evenings and weekends

Qualifications:
Any combination of education and experience equivalent to an Associate's Degree from an accredited college or university with major course work in wastewater treatment, engineering, environmental sciences, or related field and at least seven years of experience in water/wastewater treatment, including demonstrated leadership ability or supervisory experience in wastewater treatment operations. Special Qualifications: Possession of a Colorado Class A Wastewater Treatment Plant Operator Certificate or ability to obtain within one year of hire. Possession of, or ability to possess, at least a Class D Water Treatment Plant Operator Certificate within two years of hire.
