Details:
Provide advanced technical expertise for relational database based applications and development toolsets. Responsible for all aspects of software based information systems analysis, development, implementation and technical support. Perform analysis, design, programming, installations and quality assurance for new and existing complex software information systems. Works under the general direction of the Programming/Applications Support Supervisor.

Typical Duties
Perform advanced analysis, complex programming and technical support, and function as an advanced technical resource and coordinator among various areas of specialization within the programming and application support group to create effective computer based applications. Responsible for designing application solutions with limited supervision.
Identify and analyze user requirements and prepare system specifications and designs for complex new systems, enhancements or modifications to existing application software, using industry standards and best practices established for software engineering.
Participate in the architectural design, development, customization and integration efforts of solutions involving collaboration, portals, content management, and workflows
Test, document, and implement new information systems and modifications to existing application programs. Industry standard software tools to be used in accordance with project management best practices, program, to ensure projects meet designated timeframes per documented design requirements. Critically review all programs prior to implementation to verify consistency and conformance with established guidelines, standards, and user requirements.
Perform as project and team lead for selected database application projects to include the development of functional requirements and programming for select IT projects. Perform a high degree of complex analysis in the process of requirements definition and business process reengineering. Work closely with Programmer Analyst in a mentoring role to provide direction and technical support on assigned projects and application support efforts
Provide on-going support and maintenance and upgrades for assigned information systems and applications, and responds to requests for automation, complaints and questions regarding existing supported systems. Is the primary liaison between the IS Division and the assigned System User departments and divisions.
Develop both technical and end user documentation as well as provide training for end users as needed
Responsible for obtaining formal and informal training to maintain and increase technical expertise necessary to perform job requirements.
Administer Web Servers and SharePoint environments as required. Ability to build VM workstations/servers to allow development in various platforms.
Perform other duties as directed.

Qualifications:
Minimum Qualifications
Five years of work experience in the information technology field including of Microsoft stack development experience (C#, ASP.NET, PowerShell, SQL, SQL Server, REST API, MVC, Visual Studio etc.). Demonstrated expertise in programming applications, procedures and concepts. The desired candidate must be able to communicate effectively with business, legal, administrative and technical colleagues as well as manage multiple priorities. Ability to communicate well with technical and non-technical staff.

Desired Qualifications
Bachelor's degree in computer science or management information systems.
Knowledge must include architectural design, configuration and troubleshooting SharePoint implementation Must possess an in depth understanding and hands on capabilities with Microsoft SharePoint Server 2013, 2016, SharePoint Online. Experience in Web development using CSS, Bootstrap, HTML5, JavaScript, jQuery, Node.js, XML, etc. Capability to multi-task with strong attention to detail.
