OVERALL JOB OBJECTIVE:

Under general supervision, to perform a variety of skilled equipment operation, utility installation, and maintenance tasks, and to perform related duties as required. May act as crew leader as required and take the lead on certain tasks as necessary.

DUTIES & RESPONSIBILITIES:

1. Installs and maintains wastewater and water mains, drainage channels, storm sewers, valves, hydrants, manholes, and service lines often in the right of way. This includes mixing concrete, building forms, shoring trenches, and taking trench and street cut measurements.
2. Uses tools and equipment to install and repair utility mains and related structures including, single and tandem axle dump trucks, backhoes, excavator, tamper, sewer jet, rodder, jackhammer, compressor, line locator, grinder, sewer and water tapping and flushing machinery, and hand and power tools. May perform routine maintenance on equipment as needed.
3. Works irregular hours, weekends, evenings, holidays, and/or emergencies as required to respond to water and wastewater main breaks, backups, spills and other Public Works emergencies. Response to snow shifts when called from mid-September through mid-April is a requirement of the position. Required to perform rotating standby duties.
4. Works in confined spaces that require ventilation to protect against potential noxious gases and fumes.
5. Required to wear protective safety gear and use safety equipment to protect against potential biohazards possibly encountered during performance of maintenance activities. May work with restricted use chemicals to perform maintenance activities.
6. Facilitates good communication with co-workers and supervisors. This includes:
• Shares information and receives feedback, listens to and respects input, participates in workgroup conversations, and directly deals with issues that arise.
• Communicates important information from supervisors and other City officials to co-workers and employees.
7. Reads quarter section book and as built plans. Takes and records ties and other related measurements.
8. Maintains accurate records of work performed and materials and equipment used. May use a computer to log information.
9. May act as lead worker for a small crew including task assignment and work instruction. May direct seasonal or temporary employees including task and work assignment and providing basic field training and input.
10. Remains generally alert to conditions and events occurring on public right of ways indicating anticipated or needed repairs, and reports such conditions to supervisors.
11. May interact with members of the public in the field to provide information and customer service.
12. Participates as a member of a team.

• Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Qualifications:
QUALIFICATIONS:

REQUIRED MINIMUM QUALIFICATIONS:
High school diploma or equivalent. At least two years experience in utilities maintenance or construction (water and/or wastewater) or any equivalent combination of education and experience in the area assigned. Ability to operate a variety of hand, power, and long?handled tools and equipment to perform installation, maintenance, and repair tasks. Ability to perform a wide range of physical and manual tasks in an outdoor environment. Physical ability to work in and around moving traffic and equipment; in areas of limited access; and confined spaces requiring standing, walking, bending, and kneeling to locate, inspect, and maintain water and waste water valves and systems. Upper body strength to lift and carry equipment and supplies as needed. Ability to use all required safety equipment. Ability to deal courteously and effectively with the public in difficult situations. Ability and willingness to respond to after-hour call outs and snow shifts. Computer literacy including use of Personal Computers, Smart Phones, Mapping Software, MS Word, Email and Calendar functions.)
· Valid Commercial Driver's License (CDL with the appropriate endorsements including B (26,001 or more pounds), X (Hazardous Materials/Tanker), and without L (airbrake restrictions).
· ATSSA or equivalent certification as a traffic flagger and Traffic Control Technician (TCT).
· First Aid/CPR certified through Red Cross or equivalent accredited institution.
· Experience with snow operations including operating tandem with plow and spreader (will be tested).
· Experience with various utilities maintenance equipment including tap machine, locator, sewer jet, rodder, vactor, flail mower (will be tested).
· Certified loader and backhoe operator.
· Confined space certified.
· Must be certified State of Colorado Class II Water Distribution System Technician or Class II Wastewater Collection System Technician (in the area assigned) within six months after hire/promotion or the first available testing cycle, whichever comes first.
· Valid driver's license. Have and maintain acceptable motor vehicle record and criminal history.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Experience in heavy construction. Ability to read blue prints and other construction drawings. Knowledge of City standard specifications. Ability to use computers and other technology. Knowledge of City of Boulder design criteria and standard specifications. Certified State of Colorado Class III Water Distribution System Technician or Class III Wastewater Collection System Technician (in the area assigned).

Work Environment: Works outdoors in a variety of weather conditions in and around moving traffic, and in confined spaces. Works in a setting subject to continuous interruptions and background noises.
Machines and equipment used include, but are not limited to the following: Hand and power tools, long-handled tools, jackhammer, compressor, safety devices, utility truck, single and tandem-axle dump trucks, backhoe, loader, jet, rodder, and vactor equipment/trucks, two-way radio, gas detection equipment, and computers (hand-held, lap-top, and stationary).
