OVERALL JOB OBJECTIVE:

Under general supervision, to perform skilled equipment operation, maintenance, repair and related crew leader functions and to perform related duties as required. Must possess strong knowledge of the operations and maintenance activities related to water utility systems, water theory and principles (hydraulics, gradients, etc.), distribution system design and construction principles, operations, control processes and maintenance requirements, basic water treatment plant operation and concepts, knowledge of the hazards and safety precautions peculiar to water system operation, personal computers including maintenance management and mapping software applications. Include job site supervision of work crew including semi-skilled and unskilled employees and training of employees. Exercises independent judgment in scheduling work and methods of maintenance, installation and repair tasks. Work is performed within established departmental, City, state and federal regulations.

DUTIES & RESPONSIBILITIES:

1. Operates and maintains the potable water distribution system in accordance with state and federal regulations. Maintains a Colorado Class III Water Distribution Operator Certification and updates job knowledge as necessary.
2. Operates and maintains a variety of heavy equipment and machinery (tapping machines, pumps, compactors, saws, backhoe and loader) in the right of way.
3. Acts as lead worker, including task assignment and work instruction. This may including any of the following:
• Interacts with the public at work sites to provide information and customer service.
• May direct and review the work of other operation staff including MPI-MPIIIs, seasonals, temps and interns.
• Provides training to MPI-MPIIIs, seasonals, temps and interns to help increase their skills and job performance.
• Directs seasonal or temporary employees including task and work assignment and providing basic field training and input.
4. Performs a variety of duties (construction, maintenance and repair) requiring knowledge of water distribution systems. This includes the following:
• Install/construct, maintain and repair water valves, mains, services, meters and pits; manholes and fire hydrants.
• Utilizes quarter section books, computer generated drawings/maps, and records measurements and locations of manholes, valves, fire lines, meter pits, etc.
• Remove and replace soil, water, materials or debris from work sites. Load and unload equipment and materials from vehicles at work sites. Operate jackhammers, compactors, pumps, and boring equipment. Disassemble and remove damaged pipes and appurtenances.
• Disassemble and assemble pipe and meter appurtenances in the installation and repair of meters, meter boxes, vaults, and service lines.
• Perform field water quality tests.
• Performs stand by/emergency response duty on a rotating basis. Serves as after-hours contact for customer problems and concerns during nights, weekends and holidays.
• Performs utility locates.
5. Operates hydraulic valve exercising equipment.
6. Works irregular hours, weekends, evenings, holidays, and/or emergencies as required to respond to water and wastewater main breaks and other Public Works emergencies. Respond to a minimum of 25% emergency after-hours calls for the calendar year. Response to snow shifts when called from mid-September through mid-April is required of the position.
7. Works in confined spaces that require ventilation to protect against potential noxious gases/fumes or lack of oxygen.
8. Required to wear protective safety gear and use safety equipment to protect against potential biohazards possibly encountered during performance of maintenance activities. May work with restricted use chemicals to perform maintenance activities.
9. Facilitates good communication with supervisors and co-workers. This includes:
• Shares information and receives feedback, listens to and respects input, participates in workgroup conversations, and directly deals with issues that arise.
• Communicates important information from supervisors and other City officials to co-workers and employees.
• Seeks ways to improve work performance and works with supervisor's approval to implement these improvements
10. Uses the following types of tools and equipment and trains others in their safe and proper use: backhoe, single and tandem axle truck and snow plow, front end loader, hand tools, power tools, long handle tools, jackhammer, grinder, compressor, tamper, locating equipment, sewer jet, bucket machine, and rodder. Performs utility locates and pinpoints leaks using pipe locators, leak locators and correlators. May perform routine maintenance on equipment as needed.
11. Maintains accurate records of work performed and materials and equipment used. Uses a computer to log and obtain information.
12. May assist in maintaining the transportation system.
13. Participates as a member of a team.

14. May act as backup for Water Distribution Supervisor in his/her absence. May be asked to stand in for supervisor on work sites, special projects, task forces, or other work related groups.
15. Reviews proposed utility construction plans for accuracy.
16. Other:
• Performs related duties as required by management to meet the needs of the City.
• Takes proper safety precautions to prevent accidents, and remains generally alert to conditions and events related to wastewater, water distribution and flood control systems; reports any problem to supervisors. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
• Knows and complies with all city and department policies; participates in professional trainings and development; and adheres to attendance and workplace attire policies.

Qualifications:
QUALIFICATIONS:

REQUIRED MINIMUM QUALIFICATIONS:
High school diploma or equivalent. At least three years of full time experience in utilities maintenance or construction in the water industry, or any equivalent combination of education and experience. Ability to operate a variety of hand, power, and long handled tools and equipment to perform installation, maintenance, and repair tasks. Ability to perform a wide range of physical and manual tasks in an outdoor environment. Physical ability to work in and around moving traffic and equipment; in areas of limited access; and confined spaces requiring standing, walking, bending, and kneeling to locate, inspect, and maintain water and waste water appurtenances and systems. Upper body strength to lift and carry equipment and supplies as needed. Ability to use all required safety equipment. Ability to deal courteously and effectively with the public in difficult situations. Valid Commercial Driver's License (CDL with the appropriate endorsements including B (26,001 or more pounds), X (Hazardous Materials/Tanker), and without L (airbrake restrictions). ATSSA or equivalent certification as a traffic flagger. First Aid/CPR certified through Red Cross or equivalent accredited institution. Ability to respond to after-hours call outs and snow shifts. Experience with snow operations including operating tandem with plow and spreader. Experience performing utility locates. Experience with various utilities maintenance equipment including tap machine, locators. Certified and experienced loader and backhoe operator. Confined space and competent person certified. Must be certified State of Colorado Class III Water Distribution System Operator within six months after hire/promotion or the first available testing cycle, whichever comes first. Computer literacy including use of Personal Computers, Smart Phones, Mapping Software, MS Word, Email and Calendar functions.)

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Experience in heavy construction. Ability to read blue prints and other construction drawings. Knowledge of City standard specifications. Knowledge of City of Boulder design criteria and standard specifications. Certified State of Colorado Class IV Wastewater Collection System Technician and Class IV Water Distribution System Technician in the area assigned. Previous supervisory experience in the water industry, including training staff. Experience with continuous improvement projects. Strong skills in customer service and dealing with the public.
