The Ministry of the Solicitor General, Ontario Provincial Police, and the Bureau Commander, Provincial Operations Bureau are seeking a qualified individual to join the Criminal Intelligence Production Section (CIPS). In this exciting, rewarding and challenging opportunity, you will maintain a set of professional standards and best practices to ensure consistent and valued crime, traffic and/or intelligence analysis is generated within the intelligence analyst programs.

This posting is for two positions, one based in Orillia, and one based in Mississauga, Ontario.

The sections within the CIPS work to collect and process data and information into actionable intelligence. CIPS processes, disseminates and stores intelligence through analysis and data operators for an array of clients. CIPS is comprised of the following analytical teams:

What can I expect to do in this role?
Maintain a set of professional standards and best practices to ensure consistent and valued crime, traffic and/or intelligence analysis is generated within the intelligence analyst program. Provide expert advice and leadership to a variety of intelligence analysts to ensure the overall success of the program.

PURPOSE:
Maintain a set of professional standards and best practices to ensure consistent and valued crime, traffic and/or intelligence analysis is generated within the analyst programs. Provide expert advice and leadership to a variety of organizational analysts to ensure the overall success of the program.

KEY RESPONSIBILITIES:
1. Conduct consistent review and audits of analysts reporting to ensure consistent, accurate and timely analysis within the program area. Create workflow processes and Standard Operating Procedures (SOPs) to ensure the accurate and consistent analysis of crime/traffic data in both written and presented forms.
2. Plans, conducts and coordinates program specific projects / initiatives in support of the program area. Work alongside Unit managers to identify and facilitate training requirements. Mentor analysts with operational functions of software functionality and workflow processes. Identify issues and associate linkages to resolving analytical issues; determine factors for reporting errors and provide recommendations and resolutions.
3. Participate in meetings with Provincial Operations Intelligence Bureau (POIB) and Regional Supervisors as well as the program area Joint Management team to ensure data quality and analytical products are consistent and effective. Provide presentations to specialized units i.e. CSCU, detachment commanders and regional command staff pertaining to functions, activities and analytical products available from the program areas. Liaise with other areas of the organization to ensure standards are met to obtain key objectives of the program and where required collaborate with external law enforcement agencies regarding crime/intelligence and/or traffic trends.
4. Research and prepare briefing notes (decision/info notes) and provide in-depth knowledge to management and act as an advisory to all levels of management regarding the program areas operations.
5. Provides trouble-shooting and application support by recording, diagnosing and resolving end user problems. Provides support in diagnostics of equipment failures and malfunctions, performing troubleshooting and liaises with internal and external service providers. Provides knowledge and assistance to technical staff who are responsible for the ongoing operation of system hardware and software. Test new/upgraded software and interfaces using specific testing procedures.
6. Liaise and maintain partnerships with stakeholders including: OPP Regions, Municipal and Indigenous policing partners and other justice sector partners in relation to data analytics. Attend meetings, conferences, lectures and seminars as a delegate and/or speaker in regards to the program area, internally and externally as required. Prepare and deliver lectures and awareness presentations
7. Extensive travel throughout the province.

- Must be able to pass an OPP background security investigation.

Knowledge, Skills and Abilities:
Knowledge of criminal investigative techniques, analytical methodologies and the intelligence cycle and case management, to identify sensitive issues and perform targeted analysis.
Proficient analytical skills to collect, evaluate, collate, analyze and report on information relating to criminals and crime. Techniques related to operational, tactical and strategic analytical methods, to integrate, synthesize and evaluate quantitative/qualitative data and information from multi-jurisdictional sources; creativity to plan and design analytical approaches; and to prepare summary analyses of information from cross-jurisdictional sources. Ability to research and use analytical skills to interpret complex information to support problem solving.
Software, such as RMS NICHE, Palantir and computer applications, including word, data processing, spreadsheets, spatial and mapping, graphics and analytical software to prepare analyses, documents/briefings and create visual multi-media presentations; and the internet to conduct research.
Ability to think laterally, manage change, work under pressure and manage confidential and sensitive information, demonstrates initiative and teamwork with excellent interpersonal skills.
Oral communication and interpersonal skills to present research findings and deliver briefings to decision-makers/management and make recommendations related to analytical assessments. Oral communication and interpersonal skills to network with, collaborate and act as a resource to exchange information on organized crime, major crime, regional crime and analytical findings; to discuss crime issues; to participate in consultation processes; and to provide support for coordinated crime analysis operations.

Mentor analysts within the program area with their analysis to identify trends, patterns and leads related to complex major crime, regional crime and traffic activity.
Tact and diplomacy when dealing with contentious issues, escalating them to manager or supervisors when appropriate.

KNOWLEDGE OF:
- Relevant sections of legislation, policies and programs such as the Criminal Code of Canada, Canada Evidence Act, Freedom of Information and Protection of Privacy Act, Police Services Act, Police Orders, Human Rights Code, Respectful Workplace Policy, Workplace Violence Prevention Policy, OPPA Uniform and Civilian Collective Agreements
- Core issues linked to property crimes, crimes against persons, major crime, regional crime trends, crime abatement and significant traffic issues as they relate to crime operations at the Detachment & Regional level. Knowledge of criminal investigative techniques, analytical methodologies and the intelligence cycle and case management, to identify sensitive issues and perform targeted analysis.

Researches, assesses and summarizes information from a range of sources to incorporate into proposed solutions/recommendations.
- Ability to think laterally, manage change, work under pressure and manage confidential and sensitive information, demonstrates initiative and team working with excellent interpersonal skills.
- Oral communication and interpersonal skills to present research findings and deliver briefings to decisionmakers/management and make recommendations related to analytical assessments. - Must possess a valid Ontario Driver's License. Ability to travel to support investigations as required.

PHYSICAL AND SENSORY DEMANDS:
Physical Demands:
- Frequent amount of sitting at a computer to conduct Internet research; to perform analysis; to develop assessments; and to prepare charts, graphs and other documentation. Ability to travel anywhere in the Province of Ontario, and elsewhere as required at times for extended periods.

Sensory Demands:
- The position is frequently required to respond to immediate requests for information to meet tight deadlines.
- Frequent concentration is required to read various research materials.
- Frequent intense concentration is required to conduct research and perform detailed analyses and evaluations.
