We are looking for an experienced engineering professional to join our team as the Engineering Supervisor. This position will be responsible for supervising a talented team of Project Engineers and Constructions Manager. The ideal candidate for this role is forward thinking and not afraid undertake new initiatives in our organization without precedent.

The Day to Day:
• TEAM SUPERVISION: This position will manage projects and oversee a team of project engineers and construction managers that are primarily responsible for the implementation of capital improvement projects. Develop project and people management skills within the department and with project team members for effective project implementation. Responsible for performance management, time management, talent management and purchasing card approvals for all direct reports. Benchmarks Engineering Department functions for productivity and decision making. Trains/guides project engineers and construction managers in best project management practices.
• CONSTRUCTION MANAGEMENT: Develop, implement and reinforce project and construction management best practices. Manage construction project schedules and budgets for effective use of District funds and allocation of personnel resources. Track and report project progress to the Engineering Manager, General Manager and Board of Directors.
• PROJECT MANAGEMENT: Coordinates and directs capital projects from planning phase to completion. Supports Engineering and Operations staff with planning, scoping, contracting, permitting, land acquisition, construction, startup and warranty phases of projects. With support from the Engineering Manager, responsible for reviewing project timelines, schedules, and budgets with staff, and supporting staff with problem solving, negotiations and quality control. Assists project engineers and construction managers with reviewing engineering designs, project manuals, contracts, shop drawings, invoices, pay applications and change orders as needed. Ensures the District’s project interests are coordinated as needed with project stakeholders including internal clients; private property owners; town, county, or state agencies; contractors; architects; engineers; utilities and other service providers. Assigns projects and delegates tasks to project engineers, construction managers, and interns. Directs the allocation of work to consulting engineers, consultants, in-house construction management personnel, out-sourced skills and other applicable resources.
• BUDGETING: Oversees and executes District capital improvement construction projects and manages projects within the budget approved by the Board of Directors. Manages annual budgeting process with Finance and Operations Departments to identify, prioritize, schedule and allocate funds for capital improvement needs and plan allocation of department resources. Monitors and manages budgets and expenditures for District construction projects.
• CONSTRUCTION REVIEW: Coordinates plan reviews with Engineering and Operations staff to insure that designs are constructible, integrated with existing District facilities, in conformance with District specifications and safety standards, and consistent with expectations of Operations Staff.
• COORDINATION AND COMMUNICATION: Manage consultant, contractor and out-sourced skills procurement processes for efficiency and value. Coordinates and directs project engineers and construction managers during scoping and planning stages. Coordinates with Planning staff to ensure that projects identified in Master Plans are designed and constructed to meet the long range planning goals of the District.
• THE BIG PICTURE: Collaborate with Operations Managers and Supervisors to champion continuous improvement in project management processes and procedures aimed at reducing District risk and increasing capital investment value. Support the Operations Divisions in realizing capital improvement goals.


Qualifications:
QUALIFICATIONS:
• Bachelor of Science in Civil Engineering, Construction Management, Public Works Administration or related technical area required. Five years related experience and/or training; or equivalent combination of education and experience.
• Experience in leading and coordinating of people in a team based environment required.
• Experience or certification in Project Management best practices preferred.
• Professional Engineer license preferred
• Must possess understanding or ability to understand ERWSD departmental operations, initiatives and goals.
• Strong communication skills essential. Must be able to effectively present information, both written and verbal, to top management, public groups, and/or boards of directors required.
• Must be able to build and maintain strong relationships with other District Departments and town, county, and state agencies, contractors, architects, engineers and other service providers.
• Proven negotiation skills are required.
• Excellent time management and organizational skills are a must.
• Must have the ability to identify issues, think through problems and come up with creative solutions.
• Proficiency with Microsoft Office Suite, Excel in particular, required.
• Must possess a valid Colorado Driver's license within 30 days of full time employment and be insurable under District's standards.
• Must obtain CPR/First Aid Certification within the first six (6) months of employment.
• Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties

PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to stand; walk; sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Travel on and around operational construction sites and the operation of District vehicles.

WORK ENVIRONMENT
While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; and toxic or caustic chemicals. The noise level in the work environment is sometimes very loud. These conditions are incurred during on-site visits to operating construction sites.
