Summary:
Under general direction of the Director of Water Utilities, the Water Operations Manager is responsible for the operations and maintenance of the Town’s water distribution, wastewater collection systems and the Town’s water treatment plant and two wastewater treatment plants via the administration of the contract operator for these treatment facilities. This role ensures compliance with all federal, state, and local environmental regulations while maintaining service quality, operational efficiency, and safety standards. The manager leads a team of skilled personnel and coordinates with engineers, contractors, and government agencies.
Defining Characteristics:
The Water/Wastewater Operator must be an industrious, self-motivated individual able to work in various aspects of water operations. The position functions at a management level of performance and exercises independence and sound judgment within organizational parameters and established policies. Effective communication and coordination with the public, other town departments, contractors and regulators is essential.

Essential Duties and Responsibilities:

• Implement, manage, and monitor the operations and maintenance of the Town’s water and wastewater infrastructure.
• Supervise operation of the water distribution system and sanitary sewer collection system. Fulfill the role of ORC for the distribution and collection systems.
• Direct personnel in performing a variety of tasks necessary for efficient and effective operation of water treatment and distribution facilities.
• Responsible for administration of operations contract for water treatment facility and wastewater reclamation facilities. Ensure the contract operator satisfactorily performs the following:
o Operator of Responsible Charge (ORC) for the treatment plants.
o Responsible for system controls, pumping devices, treatment systems
o Prepare and supervise preparation of various reports and lab testing required by Colorado Department of Public Health and Environment.
o Ensure that the town is in compliance with all current drinking water and clean water standards established by regional, state and federal regulatory agencies.
o Responsible for maintaining the raw water supply and adequate stored water.
• Inventory – Ensure materials and supplies are organized, in stock, and purchased in accordance with industry standards.
• Personnel management – Direct supervisor for water operations team. Assign and schedule tasks, training, conduct performance reviews and recommend personnel actions such as promotions, transfers, discharges and disciplinary action. Provide in-service training and orientation for employees.
• Develop and implement asset management and maintenance management program
• Maintain effective working relationship with other departments, superiors, other employees and the general public.
• Advanced Meter Infrastructure – Lead for the operations team for implementing and utilizing the AMI program.
• Makes policy recommendations and establish administrative procedures for all requirements pertaining to the operation of the Town’s water and sewer systems.
• Fleet Management – Establish administrative procedure for processing of vehicle and equipment purchase requests, acquisition, assignment, usage, operation, repair, preventive maintenance, fueling and replacement of department vehicles and heavy equipment.
• Recommend and work with Utilities Director, engineering staff, consultants and contract operator on multi-year capital improvement plans, and objectives for the water and wastewater systems.
• Work with the Town’s on-call contractors on emergency and routine repairs. Ensure timely, cost effective, and successful services are provided.
• Prepare agenda items and present in Board of Trustees meetings, as needed
• Participate in budget preparation and administration and as a member of the department management team; prepare cost estimates for budget recommendations; submit justifications for staffing, resources and equipment requests; monitor and control expenditures on an on-going basis.
• Develop, implement, and monitor the safety program for each assigned work unit in accordance with OSHA and Town guidelines and regulations
• Receive and respond to questions and concerns from the public regarding assigned services and functions; initiate and direct investigations regarding inquiries; implement corrective action as necessary to resolve issues; and communicate answers and/or actions taken to appropriate parties in a timely and respectful manner.


Qualifications:
Education:
Required
• Graduation from high school supplemented with additional training/coursework in supervision/management.
Preferred
• Upper division college coursework in public or business administration, public works management or a field related to the required experience is desired

Work Experience:
Required
• At least five (5) years of progressively responsible experience in the supervision and management of designated water and sewer maintenance projects and activities

Certificates and Licenses:
Required
• Possession of a valid Colorado Driver's License and a satisfactory driving record
• Colorado Class IV Distribution and Collection Certificates
Preferred
• Colorado Class B Water and Wastewater Treatment Certificate
