POSITION SUMMARY:

This position provides technical level engineering support to the Bureau of Utilities, Water & Sewer Planning Division, performs GIS mapping and asset management support for the Bureau's utility, and assists in planning, operation, maintenance and asset management functions. Performs the development, maintenance, update and advancement of the bureau's GIS infrastructure for water and sewer utility assets. Provide support for GIS applications and assists the development of high level online and mobile tools to streamline the bureau's GIS and other workflow. Works with Asset Managers and ensures GIS is an integral part of the new Asset Management Software. Assists the development and implementation of GIS data standards, workflows, and quality control procedures.

$29.29 - $33.05

CLASS DESCRIPTION:

Performs advanced technical level engineering support work, which may include supervisory responsibility, under the general supervision from a technical superior. Work includes technical land acquisition work such as negotiating the acquisition of rights-of-way and fee simple parcels; preparing legal and administrative documents used in land acquisition and condemnation proceedings; and preparing and executing contracts, deeds, and agreements. Work may also include planning, coordinating, and reviewing the work of a survey crew acquiring hydrographic and topographic data.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides technical assistance to the lead GIS Analyst that administers the Bureau's water and sewer utilities geodatabase. Assists in the implementation and maintenance of the Bureau's water and sewer GIS system including providing technical assistance in digitizing, geocoding, field data collection and other spatial location techniques for water and sewer construction and maintenance record data.
Provides GIS database management of the existing water and sewer records and ensuring up-to-date accuracy of all water and sewer maps.
Provides technical assistance and support to the Bureau's Maintenance Division which includes implementing and maintaining up-to-date linking of the lnfor/Hansen work order maintenance and asset management database with the GIS mapping system.
Provides assistance in ensuring that all generated and completed work orders issued by the field maintenance staff are properly logged into the database, and in the proper coding of all work order activities enabling field maintenance staff to review work histories associated with various water and sewer pipeline and appurtenance segments.
Provides periodic summary of work order activity reports.
Provides technical support in utilizing GIS technology to meet the Bureau's water and sewer facility planning, operation and maintenance needs, and recommends cost-effective GIS-based solutions.
Provides support to Departmental GIS users. Support includes special map creation, data layer development, analysis, etc.
Aids in the development of training procedures and provides on-site training for all Bureau of Utilities maintenance staff for proper utilization of the GIS and Infer/Hansen database.
Develops, documents and implements geodatabase quality assurance and quality control procedures.
Posts and reconciles versions within the geodatabase and assigns data maintenance tasks.
Provides mentorship to GIS and CAD technicians and interns.
Supports GIS data creation, conversion and manipulation as needed.
Performs spatial analysis utilizing ArcGIS technology to distill results into formats ready for use by engineering and non-technical field operations staff.
Evaluates new software and tools.
Assists maintenance and/or troubleshoot network and workstation hardware, software and telecommunication services.
Develops maps and application tools to assist the bureau's maintenance and operations staff to make data flow seamlessly and display in mapping applications.
Supports the county's Lead/Copper Program with GIS data and review.
Manages critical water users list and data and develops SOP for its yearly update program.
This position is considered emergency essential, and, as such, the incumbent will be required to report for regular work shift during inclement weather, or when an emergency arises.


Qualifications:
SUPERVISORY RESPONSIBILITIES:

This job has no supervisory responsibilities however, it performs team leader duties.
MINIMUM REQUIRED EDUCATION/EXPERIENCE
Associates degree and one (1) year related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:


Associates degree from an accredited college or university in GIS, computer science, information technology, engineering or related field and three (3) years' experience in the field of water and sewer distribution and collection systems maintenance, or equivalent combination of education and experience.
Considerable knowledge of GIS water/sewer mapping systems.
Direct experience with work order maintenance and asset management database systems.
Knowledge of a basic understanding of network topologies and protocols.
Experience reading engineering as-built drawings and plans. Hands-on knowledge with PCs, laptops and fileservers.
Familiarity with working knowledge of ESRI Enterprise and ESRI SDE data sets, ArcGIS Pro, ArcSDE and other desktop GIS applications such as QGIS, ArcMap, Maplnfo. Experience in programming SQL, HTML, Python and JavaScript.
Ability to adapt to frequent changes in workload and priorities.
Experience and ability to work with design consultants, private utility contractors, and in-house maintenance staff. Strong organizational skills.
