The Strategic Threat Analyst acts as a contractor. Under the direction of the Oregon-Idaho HIDTA Director, the Information Sharing and Analytical Coordination Center (ISACC) Manager, and the Executive Board, the Contractor will primarily be responsible for researching and preparing Oregon-Idaho HIDTA strategic analytical products. The Contractor will also collaborate closely with the ISACC Manager to implement, oversee, and update the overall mission of the ISACC, ensuring alignment with Oregon-Idaho HIDTA priorities and objectives.
The Contractor’s responsibilities include, but are not limited to, the following:
• Develop and foster relationships among local, state, tribal, and federal intelligence and law enforcement
agencies.
• Assist with the development, implementation, and maintenance of the ISACC initiative’s strategic plan.
• Collect, analyze, evaluate, and disseminate strategic information and intelligence to numerous HIDTAsupported multi-agency drug enforcement initiatives and partner agencies in accordance with the ISACC
strategic plan.
• Prepare the HIDTA’s annual program and county-level threat assessments, annual report, county
designation certification assessment, and other time-sensitive information and intelligence products.
• Support collaborative information and intelligence collection activities by integrating information from
multiple sources.
• Prepare and present significant information and intelligence data analysis, and reports.
• Develop and implement strategies to identify gaps in information and intelligence and determine likely
courses of development and action to improve collection and analysis efforts.
• Collaborate with the ISACC Manager to develop, implement, and maintain an Oregon-Idaho HIDTA
Standing Information Needs (SINs) and Key Information Questions (KIQs) process.
• Perform special projects and other related duties as required.
Qualifications:
The Strategic Threat Analyst will possess:
Education and Professional Experience
A bachelor’s degree in criminal justice, public administration, or a related field from an accredited college
or university, or a combination of law enforcement and analytical experience, training, and education that
likely provides the necessary knowledge, skills, and abilities required for the position.
At least five years of recent experience working for a criminal justice agency in a drug enforcement or
major crime investigative or analytical position.
Knowledge and Skills
Knowledge of law enforcement operations focused on drug, violent, and/or organized crime, criminal
investigations, and information sharing and intelligence practices.
Understanding federal, state, and local guidelines, applicable laws, regulations, policies, and procedures
related to the collection, retention, and sharing of criminal intelligence.
Good working knowledge of the systems used by the Oregon-Idaho HIDTA for event, operational
deconfliction, and the collection, storage, and sharing of criminal intelligence information.
Must be proficient in using essential computer software to meet job requirements, including but not
limited to Microsoft Word, PowerPoint, Excel, Outlook, Adobe, and website management.
Strong skills in project management, coordination, and implementation.
Proficiency in data collection, analysis, and interpretation.
Knowledge of the Oregon-Idaho HIDTA program's purpose, mission, vision, and operations.
Personal Attributes
A valid driver’s license and a vehicle suitable for long-distance travel.

Willingness and ability to occasionally travel by air and personal vehicle for meetings, training, and other
program-related needs.
Excellent interpersonal communication skills, both verbal and written.
Excellent presentation skills.
The capacity to exercise judgment and keep information confidential.
The ability to work independently, set priorities, and adapt them as needed to meet the demands of the
position.
The ability to professionally represent the Oregon-Idaho HIDTA in all interactions with constituents and
stakeholders.
Comments:
This position is federally funded on an annual basis. The Strategic Threat Analyst will serve as an independent contractor, not as an agent, employee, or servant of any agency. The analyst will report to the ISAAC Manager, who will oversee the personal services contract. This appointment, along with any future appointments, is subject to review and approval by the Oregon-Idaho HIDTA Executive Board. The selected contractor must be able to pass a background check and obtain a federal secret-level security clearance.
