Position Summary Information

General Summary
The Sr. Civil Engineer performs highly responsible supervisory and/or senior level civil engineering work in the field, plant and/or office. This role will be an integral part in maintaining the water facilities and infrastructure that is part of the WSSC Water transmission and distribution system.
Essential Functions
Performs research and develops plans for major water and wastewater util­ities projects
Supervises and participates in project design
Participates in the planning of future departmental activities
Prepares or supervises preparation of detailed plans and specifications for projects within the area of specialty
Designs and/or supervises the designing of a variety of structures, includ­ing water and sewer systems
Assists in the formulation of long-range pro­grams for utilities engineering improvements
Directs research studies and compilation of comprehensive reports related to plant development
Prepares or supervises preparation of specifications for use in purchasing, engineering, construction and maintenance supplies and materials
Reviews Commission standards and specifications for adequacy and clarity
Prepares special reports on construction maintenance and general utilities problems including treatment equipment, pumps, operating equipment, and storage tanks
Supervises Engineers and Engineering Assistants in preparing plans, writing specifications, evaluation and testing materials, making preliminary and construction layout surveys and inspecting construction work in progress and on completion for adherence to plans and specifications, and for quality of materials and workmanship
Consults with and advises superior regarding problems encountered during construction of major utilities projects
May function as supervisor of division in absence of superior
Attends final inspections and recommends acceptance or rejection of com­pleted work
Prepares contract change orders and time extensions
Reviews and checks final estimates, acceptance letters, design deficiency reports, weekly and daily construction reports, status reports, time cards and leave slips
Assists in the preparation of the departmental budget for annual and capital programs
Prepares periodic comprehensive reports of activities
Drives a vehicle to conduct WSSC Water business

Work Environment And Physical Demands
Work is performed primarily in office environment with frequent trips to the field
Required Knowledge, Skills, And Abilities
Thorough knowledge of the princi­ples and practices of civil engineering
Considerable knowledge of modern methods and techniques as applied to design, materials evaluation, construction and maintenance of water and wastewater utilities
Ability to perform profes­sional and technical research work and to give reliable advice on difficult engineering problems
Ability to plan, assign, and supervise the work of profession­al and technical personnel
Ability to deal with property owners, contrac­tors, and the general public and to effect satisfactory working relationships
Good professional engineering judgment


Qualifications:
Minimum Education, Experience Requirements
Bachelor’s degree and 3+ years of civil engineering experience
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date
Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work
