R2O is seeking a highly experienced and proactive Senior Commissioning Manager to lead and coordinate the commissioning of multiple concurrent construction contracts involving two finished water pumping stations and a clearwell. These critical infrastructure components are part of a unified water distribution system, and the successful candidate will ensure all systems are tested, integrated, and transitioned into reliable operation in accordance with project specifications, regulatory standards, and operational requirements. This position is meant to be a part-time and supervisory role. Retired individuals encouraged to apply.
Starting salary: $60/hr
Part-time, senior/supervisory; not eligible for benefits
Hybrid location (remote, field, and office)
Key Responsibilities:
Commissioning Planning & Execution
• Develop and manage a comprehensive commissioning strategy across all projects, ensuring alignment with construction milestones and operational readiness.
• Coordinate commissioning activities across multiple contractors, engineering consultants, and utility stakeholders.
• Oversee system integration between the pumping stations, clearwell, and the broader water distribution network.
Documentation & Handover
• Ensure all commissioning records, test results, and as-built documentation are complete, accurate, and properly archived.
• Lead final system walkthroughs and facilitate turnover to operations, including training sessions and O&M documentation delivery.
• Responsible for asset verification and documentation, commissioning preparation, review, and inspection.
Technical Oversight
• Review and approve commissioning documentation, including test plans, procedures, and system readiness checklists.
• Supervise functional and performance testing of mechanical, electrical, instrumentation, and control systems.
• Ensure SCADA integration, telemetry, and automation systems are fully tested and validated.
Project Coordination
• Serve as the primary point of contact for all commissioning-related activities across projects, and directly managing the Junior Commissioning Manager.
• Facilitate collaboration between construction teams, design engineers, operations staff, and regulatory agencies.
• Assist in training and turnover from the contractor to the owner.
• Identify and mitigate risks related to startup, water quality, and system integration.
Qualifications:
Must-have qualifications:
• Bachelor’s degree in Mechanical, Electrical, Civil, or Environmental Engineering (or equivalent experience).
• Minimum 15 years of experience in commissioning or startup roles, with at least 5 years in water infrastructure projects.
• Demonstrated experience managing multiple concurrent construction contracts and coordinating across diverse project teams.
• Strong understanding of finished water pumping systems, clearwell operations, SCADA, and water quality standards.
• Familiarity with AWWA, EPA, OSHA, and other applicable codes and regulations.
Preferred qualifications:
• Professional Engineer (PE) license or equivalent certification.
• PMP or other project management certification.
• Experience with digital commissioning tools and asset management systems.
• Knowledge of hydraulics and system integration.

• Remote-based role with occasional travel between project sites.
• Occasional night or weekend work may be required during critical commissioning phases.
