POSITION SUMMARY
The Executive Director is the chief executive and administrative officer of the McCandless Township Sanitary Authority (MTSA), a multi-discipline, innovative Municipal Authority located in Allegheny County, north of Pittsburgh. MTSA serves about 20,000 customers in the Town of McCandless, Bradford Woods Borough, Franklin Park Borough, Marshall Township, and portions of the Townships of Hampton, Ohio, Pine, and Ross. The MTSA owns and operates a comprehensive sewage system consisting of 3 treatment plants (0.1 MGD, 1.95 MGD and 6.0 MGD), 21 pumping stations, 11,864 manholes, and over 407 miles of 8\" to 42\" gravity sewer. The Executive Director reports to a five (5) member Board of Directors (Board) appointed by the Town of McCandless Council and shall be responsible to the Board for the administration and operations of all MTSA affairs.
This is a highly responsible administrative and supervisory role involving planning, directing, coordinating, implementation and administration of the MTSA in accordance with the Pennsylvania Municipality Authorities Act (53 Pa. C.S.A. Ch. 56) as amended, the MTSA Bylaws, the MTSA Rules and Regulations, and all applicable laws and resolutions. The Executive Director receives general direction from the Board through meetings and policy directives and his/her work is reviewed by the Board for the achievement of desired objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Serves as the Executive Director as provided for in the MTSA Bylaws and as otherwise provided for under the laws of the Commonwealth of Pennsylvania.
1. Serves as the Board liaison to the municipalities that the MTSA serves and the operating committees established by intermunicipal service agreements.
2. Ensures compliance with federal, state and local regulations including permitting, safety and environmental standards.
3. Plans, organizes, and administers all programs and meetings for the Board and delegates powers and duties to other MTSA employees, as necessary, with the consent of the Board.
4. Prepares the agenda for routine and special meetings of the Board and prepares recommendations including background materials necessary for Board deliberations. Attends all Board meetings with the right to take part in discussions, but without the right to vote. Causes accurate and complete minutes of all public meetings to be drafted for Board approval and recorded according to municipal record standards.
5. Formulates and implements all policies, procedures, rules, and regulations concerned with the administration of the MTSA and provides reports as requested by the Board.
6. Prepares strategic plans, metrics and reports as the Board may require concerning the operations of MTSA subject to his/her direction and supervision and shall keep the Board informed of all matters related thereto. Provides input and management oversight of all monthly and annual regulatory reports as required.
7. Establishes priorities and clearly communicates policy and objectives to staff and monitors progress. Confers with department heads to formulate and develop department plans in budgeting, finance, personnel, safety, planning, operations, maintenance, purchasing, training, infrastructure, buildings, grounds and other general services.
8. Employee relations:
a. Administers directly and/or through department heads an effective employee relations program to include individual, periodic and special performance evaluations, promotions, workplace conduct and performance, conflict resolution, discipline, hiring, terminations, training and compliance with labor laws.
b. Directs and supervises all MTSA departments in accordance with MTSA Employee Handbook and enforces the MTSA Rules and Regulations, either directly or through staff members.
c. Oversees MTSA employee recruitment process, including sourcing, interviewing and onboarding new employees, and when necessary discipline and discharge actions involving the workforce.
d. Reviews all personnel functions to determine if they are in accordance with merit principles.
e. Make recommendations to the Board relative to staffing, hiring, and employee compensation and benefit packages that are fair and competitive.
9. Promotes appropriate training and safety programs for all MTSA personnel. Creates and maintains a learning organization that encourages mentoring, professional development, and opportunities for advancement for MTSA personnel, where possible.
10. Prepares the annual operating and 5-year capital budgets and reviews department budgets to see that they are in accordance with established budgetary policies, practices and principles and submits to the Board by the 15th day of October. Recommends annual rate and rate plan changes to the Board. Responsible for the administration of the final budget after its adoption by the Board and makes available to the public an annual audit at the end of each fiscal year.
11. Develops and implements asset management strategies for the long-term viability of the MTSA sewage collection, pumping and treatment facilities.
12. Develops and implements a viable public relations program both internal and external to the MTSA. Serves as a positive vital force in the community and publicly advocates and defends the MTSA’s Rules and Regulations and policies. Meets with the regulatory agencies, consultants, municipal representatives, and public to address MTSA issues. Act as the public spokesperson and media contact for the MTSA.
13. Oversees capital improvement project contracts to ensure timely and cost-effective completion. Coordinates the work of administrative, professional, technical and skilled labor staff involved in the design, construction, operation and maintenance of the MTSA\'s wastewater operations.
14. With the consent of the Board:
a. Represent the MTSA in legal matters, insurance claims, and deliberations with other governmental bodies, councils, or agencies, subject to final ratification by the Board of any prior action taken.
b. Negotiate intergovernmental cooperation agreements pursuant to the Pennsylvania Municipality Authorities Act, subject to final ratification by the Board of any prior action taken.
c. Solicit proposals and employ experts and consultants to perform work and to advise the Board in connection with any functions of the MTSA.
d. Sign and execute such papers, contracts, obligations and documents as may be required by law.
e. Attests the execution of all instruments, records all resolutions, and has custody of the MTSA corporate seal and all MTSA records and manages these according to legal requirements.
15. Oversees customer billing procedures and ensures that all receipts, fees, assessments, and charges established by the Board for general or special purposes are deposited into MTSA bank accounts. Provide oversight of office procedures, accounting functions, customer billing, delinquent collections, and resolution of customer issues. Oversee and administer all trust agreements, investments, bank service agreements, employee benefit programs, and insurance policies.
16. Oversees and ensures that a monthly financial report of actual revenues and expenditures as compared to budgeted revenues and expenditures is prepared and submitted to the Board and to the public. A balance sheet shall be included in this monthly financial report.
17. Explore, pursue and secure funding opportunities, including grants and other revenue sources.
18. Review MTSA insurance coverages for conformity with Board policy and make recommendations to the Board relative to insurance requirements and changes.
19. Initiate, foster, and encourage the development of operating efficiencies, enhanced customer service, and service municipality relations programs.
20. Performs other essential duties as assigned or required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
● Constantly Incurred (More than 75% of time on job): Ability to sit for extended periods. Ability to communicate orally. Ability to see and hear for safety matters.
● Frequently Incurred (Between 25% - 75% of time on job): Ability to stand. Ability to traverse MTSA buildings and grounds in inclement weather (e.g., rain, snow, cold). Ability to climb and descend stairways to access pipe tunnels and treatment facilities.
● Occasionally Incurred (Less than 25% of time on job): Ability to drive. Ability to lift and/or carry loads estimated up to 25 lbs. Ability to extend arms to reach high or low levels, and to bend and stoop.
● Work is performed independently in a busy office environment with frequent interruptions. The noise level of the work environment is usually quiet to moderately noisy.
● The Executive Director is required to work beyond normal business hours to attend evening meetings or for coordinated response to emergency matters in all types of weather.

● Thorough knowledge of the Pennsylvania Municipality Authorities Act, governmental theory, principles, practices, and public administration, including governmental finance, personnel administration and labor relations.

EDUCATION, EXPERIENCE & OTHER REQUIREMENTS:
● Bachelor’s degree in Public Administration, Business Administration, Planning, Civil Engineering, or related field or equivalent combination of education, training and experience.
● Minimum five (5) years of progressively responsible leadership experience in wastewater/water utility management, municipal authority management, or local government management required.
● Valid Pennsylvania driver’s license required.
● An MBA, graduate degree or credentialed manager preferred.
● Strong understanding of Pennsylvania Municipality Authorities Act and municipal law.
● Experience and strong understanding of wastewater collection and treatment processes preferred.
● Excellent verbal and written communication, leadership, and interpersonal skills.
● Experience in fiscal management, project oversight, and personnel administration preferred.
● The successful candidate will be expected to reside within a 60-minute radius of the MTSA’s administration office within six (6) months of appointment.
