SUMMARY: Responsible for the direct supervision and work assignments of Environmental Services Technicians. Manage drinking water quality and wastewater compliance programs. Responsible for delivery of safe drinking water and sanitary waste management for mountain schools. Assists with environmental emergency response and stormwater management as necessary, for all schools District-wide. Assist with asbestos management program. Assure that the District complies with state and federal environmental regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
-Supervise environmental technicians (7 FTE), prioritize work schedules, approve and assign work orders, approve time cards, and assist with evaluating employee performance. Resolve scheduling conflicts with requesting departments and schools.
-Administer and assure compliance with National Pollution Discharge Elimination System permits for District-owned water and wastewater treatment plants and validate adherence to drinking water standards in accordance with Safe Drinking Water Act.
- Assist Director with budget planning and estimate capitol expenditure needs for treatment plants.
- Act as on-call resource for emergency responses involving Environmental Services.
- Maintain compliance documentation records for water facilities, perform quality assurance for monthly compliance reports to State, write facility permit renewal applications, act as liaison during inspections.
- Provide technical review of projects affecting District-owned water utilities, provide input on water utility maintenance functions and water utility design plans.
- Represent the District at water board meetings and during review of proposed changes to treatment plant systems. Coordinate with State engineers and District engineering consultants on water quality related process and equipment alterations and permit changes.
-Develop documentation procedures and train employees. Establish and enforce departmental work and safety procedures.
-Perform other duties as assigned.

Qualifications:
EDUCATION AND TRAINING: High school diploma/GEDrequried, plus 4 years directly related work experience with direct responsibility for environmental compliance. Technical courses related to water and wastewater treatment operations, environmental health and/or environmental compliance, (e.g. water quality, stormwater management, hazardous materials/waste). Degree in Environmental Science, Environmental Engineering or similar discipline, preferred.

EXPERIENCE: 4+ years experience in water and wastewater treatment operations, 2+ years experience in environmental health and/or environmental compliance related to chemical safety, hazardous materials/waste management, asbestos, fire safety, water quality, or stormwater management. Experience supervising technical staff preferred.

CERTIFICATES, LICENSES, & REGISTRATIONS: Water and Wastewater Operator certifications required, to include at minimum Class B Water Operator, Class B Wastewater Operator, Class 2 Collection Operator, Class 2 Distribution Operator. CDL commercial license. Asbestos inspector/supervisor a plus.
