Under the general direction of the Public Works Operations Manager, this positions performs responsible administrative and supervisory work in directing the activities of the City's water distribution, wastewater collection, storm water system, sign maintenance and street systems. Must use broad discretion in the technical and direction of the Operations Streets & Utilities division within the established policy guidelines. Work is reviewed through observation, conferences, complaints resolved, reports, and by results obtained. Performs other work as required.

EXAMPLES OF DUTIES:

Responsible for assisting Streets & Utilities Operations Manager in overall management of these areas: City Water Distribution, Sewer Collection, Storm Water Maintenance, Streets and Signage.
Supervise, mentors and trains new personnel, establishes priorities, sets realistic performance goals and assigns and schedules work.
Supervises personnel at work sites, providing instruction and assisting with more difficult tasks; reviews work of crew for proper performance.
Plans, assigns, directs, and evaluates the work of subordinates. Stresses accountability of subordinates actions and team approach to problem solving techniques.
Coordinates and assists with maintaining water and wastewater utility lines and raw water lines, storm sewer conveyance systems and drainage pipes, ditches and streets operations.
Installs water meters and water taps.
Repairs and maintains lift stations
Inventories supplies and orders supplies/materials needed for specific jobs for day-to-day maintenance and repair activities.
Responsible for efficiency, productivity, and safe work habits of Division personnel.
Operates and instructs in the operation of heavy equipment, sewer cleaning and other related equipment as may be required.
Responsible for maintaining safe operating conditions and supplies necessary safety equipment to workers.
Responsible for efficiency, productivity, and safe work habits of Division personnel.
Coordinates and assists with maintaining street asphalt repairs, lane and pedestrian crossing painting, and concrete surface repairs.
Responsible for weed control operations.
Supervises street cleaning operations.
Inventories supplies and orders supplies/materials needed for specific jobs for day-to-day maintenance and repair activities.
Installs and maintains all street signage.
Assigns flag person to guide and direct traffic at construction and repair sites.
Works and provides assistance to engineers and consultants on the operational aspects pertaining to major renovations and expansion projects.
Identifies needed system improvements; reviews and analyzes construction plans.
Directs and supervises the maintenance of all City road and highway operations, and water distribution, wastewater collection systems, Fleet maintenance, and building maintenance.
Assists Operations Manager in establishing division priorities, devises new and improved work methods, coordinates personnel, and prepares long-range plans, goals and objectives.

Qualifications:
GENERAL QUALIFICATIONS:

Specialized training in drainage, streets and city facilities maintenance and construction,
Five years' experience in Streets & Utilities Operations maintenance; or any equivalent combination of acceptable training, education, and experience.
High School degree plus certifications in Water Distribution and/or Wastewater Collection.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the functions of street classifications.
Knowledge of street and highway construction to include soil stabilization.
Knowledge as well as a working knowledge of and ability to establish grades.
Knowledge of the principles and practices of civil engineering.
Knowledge of the types and uses of public works equipment related to water and sewer mains, street, highway and drainage system repair, as well maintenance and construction.
Knowledge of modern supervisory and management practices and methods.
Skill in the use of a personal computer, and knowledge of various engineering-related applications programs.
Ability to review, interpret, and follow engineering plans and specifications.
Ability to plan, organize, direct, and appraise the work of subordinates.
Ability to establish and maintain effective working relationships with others to include employee, supervisors, other departments, and the general public.
Ability to communicate effectively, both orally and in writing.
Ability to be on call, work nights, weekends, holidays, and shifts.

SPECIAL LICENSE, REGISTRATION, OR CERTIFICATE REQUIRED:

Class IV certification for State of Colorado Water Distribution.
Class IV certification for State of Colorado Wastewater Collection.
Class B Commercial Drivers License.

PHYSICAL REQUIREMENTS OF THE JOB:

While performing the duties of this job, the employee is regularly required to use hands, and fingers, to handle or feel objects or tools. The employee is regularly required to reach with hands and arms; stoop, kneel, crouch or crawl; and read, speak, and hear. The employee is frequently required to stand, walk, climb or balance.

The employee must regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include color vision, peripheral vision, depth perception and the ability to adjust focus.

WORK ENVIRONMENT:

The work is performed in an office environment, as well as in the field. The employee is exposed to hazardous traffic conditions and all types of weather conditions. The employee is occasionally exposed to fumes, airborne particles, and toxic or caustic chemicals. Noise levels can range from very low to loud.
