The Greater Pottsville Area Sewer Authority (Authority) is conducting a search to
fill the position of Wastewater Treatment Plant Manager/Pretreatment Program
Coordinator. The Authority’s wastewater treatment plant, located in Pottsville,
Pennsylvania is an 8.2 million gallon per day (MGD) Conventional Activated
Sludge Plant. The Plant process consists of a mechanical bar screen, grit removal
system, primary clarification, aeration basins, final clarification, sludge thickening,
anaerobic sludge digestion, and sludge dewatering. The successful candidate
must reside within Schuylkill County in order to respond to emergencies.
This position is non-union, reports to the Executive Director of the Authority, and
has full management and regulatory compliance responsibilities of the Authority’s
Wastewater Treatment Plant and Pretreatment Program. The duties of the Plant
Manager aspect of the position include, but are not limited to, supervision of union
employees, budgeting and asset management, preparation and submission of all
required reports to ensure compliance with regulatory procedures and reporting
practices, overseeing plant operation and maintenance, all required monitoring,
sampling and testing. The duties of the Pretreatment Program Coordinator
aspect of the position include, but are not limited to, coordination, inspection,
and enforcement of government regulations that apply to general wastewater
pretreatment operations of area businesses and industries; preparation and
submission of reports on coordination, enforcement, and collection activities;
and collection of enforcement fees in accordance with Federal, State, and local
regulations, and with the Authority’s policies, procedures, and standards.
This position requires 24-hour on-call responsibility. Possession of operator
certification with the Commonwealth of Pennsylvania is mandatory prior to start.
Candidates must possess 10 years of proven experience in managing a similar or
larger size conventional activated sludge plant (with 24-hour call system); a valid
PADEP operator license with classes A, E and a minimum of subclass 1 and 4;
thorough knowledge of environmental regulations; proven experience in preparing
and submitting NPDES permit compliance reporting; a valid Pennsylvania Driver’s
License; working computer knowledge of Microsoft Office and SCADA systems;
and strong verbal and written skills in dealing with personnel, customers, vendors,
and regulatory agencies.
