Under the direction of the Engineering Manager, responsible for design and construction of assigned Public Works and Utilities projects; duties include preparation of construction drawings, specifications, bid documents and cost estimates; procurement of bids for construction contracts, processing contract change orders and contractor pay requests; oversees construction inspection and quality assurance testing; coordinates schedules and activities of contractors and utility companies; prepares progress reports and project documentation; reviews plans, documents and reports for compliance with applicable standards and design criteria; prepares technical engineering studies and reports; performs special assignments including unscheduled or emergency projects; participates in the selection and management of private consultants; assists with scheduling and coordination of engineering technicians; coordinates engineering and construction activities with other City departments, divisions and outside agencies; investigates field problems affecting property owners, contractors and utility companies; responds to citizen inquiries and requests for service; performs other related duties as assigned.

Qualifications:
Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field; five years of increasingly responsible professional civil engineering or relevant experience; ability to obtain an active Professional Engineer (PE) in the State of Colorado – although a currently active Professional Engineer (PE) in the State of Colorado is preferred; possession of, or ability to obtain a valid Colorado driver’s license. Knowledge of: principles and practices of civil engineering design and construction standards, methods and practices; applicable laws and regulatory codes relevant to assigned area of responsibility. Ability to: conduct engineering studies and write technical reports; design and prepare construction drawings, specifications, bid documents and cost estimates for public works and utility projects; perform detailed reviews of project plans, specifications, technical reports and studies; coordinate and prepare schedules for multiple projects and project activities; communicate clearly and concisely in writing and orally. Proficiency in Microsoft Office and Civil 3D.

While performing the duties of this job, the employee is required to walk, stand, sit, kneel, squat, stoop, see, hear, speak, demonstrate manual dexterity and perform light lifting. This job is characterized by light work including: exerting up to 80 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
