Position Description
Instrumentation Technician I - Hourly Rate: $16.70 - $20.53

Instrumentation Technician II - Hourly Rate: $22.59 - 31.69

This posting will be used to fill full-time, Safety Sensitive positions as they become vacant in the Instrumentation Technician proficiency advancement series in the Department of Public Works. The proficiency advancement series consists of the positions of Instrumentation Technician I, Instrumentation Technician II, Instrumentation Technician III and Senior Instrumentation Technician.

Once hired, employees non-competitively advance through the Instrumentation Technician series by obtaining additional skills and certifications and receiving skill based pay increases. The credentials of each candidate will determine which position classification is most appropriate for a candidate to be selected for. A pre-hire test is conducted prior to an offer of employment in order to determine the candidate's technical skills level and appropriate rate of pay for the position.

The Instrumentation Technician I, Instrumentation Technician II, Instrumentation Technician III and Senior Instrumentation Technician are differentiated on the basis of skills, certification, licensing and demonstrated ability to perform specified skills as defined in the Personal Qualifications Standards of the Maintenance Career Program Manual, a separate component of the skill-based EXCEL Flexible Worker Program.

Instrumentation Technician I:

This is Instrumentation Technician work at the entry level in the Bureau of Utilities, Department of Public Works. Work involves responsibility for performance of a variety of basic maintenance activities that support the efficient and safe operation of wastewater and water pumping stations and treatment plants. Work is primarily instrumentation in nature but may include some minor electrical duties. Work assignments include the independent performance of basic preventative maintenance tasks, inspection of the operating conditions and performance of instrumentation equipment and automated process control systems, installation of basic electrical, electronic and pneumatic instrumentation equipment, performance of basic corrective maintenance and assisting others in performing intermediate and advanced corrective maintenance tasks on instrumentation equipment and automated process control systems. Work also involves executing specific instructions from a senior co-worker or supervisor. Work is inspected while in progress and upon completion by senior co-workers or supervisors for quality, effectiveness and safety.

Instrumentation Technician II:

The Instrumentation Technician work at the II (intermediate) level in the Bureau of Utilities, Department of Public Work involves responsibility for performance of a variety of intermediate level maintenance activities that support the efficient and safe operation of wastewater and water pumping stations and treatment plants. Work is primarily instrumentation in nature but may include some electrical duties. Work assignments include the independent performance of intermediate level preventative maintenance tasks, inspection of the operating conditions and performance of instrumentation equipment and automated process control systems, installation of electrical, electronic and pneumatic instrumentation equipment, performance of intermediate level corrective maintenance and assisting others in performing advanced corrective maintenance tasks on instrumentation equipment and automated process control systems. Work also involves executing specific instructions from a senior co-worker or supervisor. Work is inspected while in progress and upon completion by senior co-workers or supervisors for quality, effectiveness and safety.

NOTE: The following duties are also performed by Instrumentation Technician I, II, III and Senior Instrumentation Technician positions.

These responsibilities may be performed at the level appropriate for the position which can be an Instrumentation Technician I, II, III and Senior Instrumentation Technician.

Follows procurement procedures to research/purchase materials necessary for corrective maintenance, system upgrades and stock.

Performs standby duties, and responds to emergency call-outs as necessary.

Directs and trains other personnel in the operation and maintenance of instrumentation equipment as necessary or directed, and contributes to all team efforts.

Works independently or as part of a team and complies with all policies, procedures and safety rules and regulations, provides continuous attention to the needs of the customer.
Minimum Qualifications
Instrumentation Technician I:

Graduation from high school; one (1) or more years experience in the maintenance, repair, and installation of microcomputer hardware and operating systems; and a valid non-commercial Class C motor vehicle operator's license.

Instrumentation Technician II:

Graduation from high school; maintenance career path certification as an Instrumentation Technician I; two (2) or more years experience in the installation and maintenance of 4-20 mille-ampere control loops; flow measurement devices; and process alarm circuits; and a valid non-commercial Class C motor vehicle operator's license.

NOTE: The MCP certification as an Instrumentation Technician I may only be obtained through employment with Anne Arundel County. Therefore, the MCP certification may be substituted with 64 hours of classroom training from a recognized technical or manufacturer's training school in digital communications, personal computer, (PC) software & hardware, technical writing, maintenance management, data acquisition systems, man-machine interfaces (MMI), human-machine interfaces (HMI), operator interface/touch screen systems, field buss technology, remote and device networks, laser applications, sensors and transmitters (ultrasonic, photoelectric, color, flow, pressure, vacuum), bar code readers, radio frequency transmitters and receivers, industrial electronics, cabling, splicing, and CAT 5/7 fiber optics.

NOTE: A pre-hire test will be given to candidates to determine technical skill levels and salary placement.

NOTE: These positions are Safety Sensitive and employees in these positions are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.

Comments:
Supplemental Qualifications
Preference will be given to candidates with the following:

1.) Industrial instrumentation experience in wastewater collections or water distribution systems.

2.) Experience and proficiency with programming and troubleshooting Programmable Logic Controllers (PLC).

3.) Experience and proficiency using the SCADA (Supervisory Control and Data Acquisition) system or a related computerized remote supervisory and control communication system for industrial processes.
