RESPONSIBILITIES
The Senior Control Systems Engineer or Control Systems Engineer I performs programming, troubleshooting, maintenance, and implementation for many aspects of the Upper Occoquan Service Authority’s computerized industrial control system platform. Performs system administration functions, manages projects and performs duties relating to computer hardware, software, and ancillaries; does other related work as required. Performs control system network administrator tasks or may act solely as the control system network administrator. Work is performed under the general direction or specific supervision from the Lead Process Control Engineer or other Process Control Engineers as required.
Assignments are broad in scope and require use of seasoned judgment in making professional, independent decisions that have significant cost and production impact. Work involves the application of systems engineering knowledge and skill in a variety of UOSA operations, modifications and enhancement programs, and develops budgets related to the control network infrastructure. Control Systems Engineers plan, organize and implement specifically assigned projects and implements new systems or enhancements to current systems. Project management, task definition, and program implementation skills are a priority. The incumbent may act as the control system network administrator and performs programming, performs hardware and software installation, prepares documentation and performs user training as required. Some of the functions and/or responsibilities of the Control Systems Engineer are developing and maintaining documentation on control system infrastructure processes/procedures; maintains and monitors data using databases and applications; performs periodic reviews of server areas; performs systems administration tasks for operating systems, network, hardware, and control system software; performs programming tasks within UOSA’s Archestra system platform and manages and maintains UOSA’s Radio Telemetry infrastructure.
This position requires the ability to independently manage project workloads and coordinate activities of outside contractors and UOSA personnel including UOSA Process Control Engineer staff. Computer programming skills are required. TCP/IP networking and system administration experience in a MS-Windows environment is required. Experience with network cabling and switches, MS Access and SQL Server are required. Excellent skills in researching information system problems, troubleshooting, good written and verbal skills are also required.


Qualifications:
REQUIREMENTS
• Graduation from a four-year college or university; skill in computer programming plus five years or more of experience with computer programming/administration; or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
• Working experience administering a control network for a processing or manufacturing facility is highly desirable.
• Possession of a vehicle operator’s license valid in the Commonwealth of Virginia is required.
• Unplanned work outside of normal hours of the week and overnight travel outside of the local area may be required.
• Must be able to meet physical requirements of position to include extensive walking, bending, stooping, climbing of stairs and ladders, lifting and/or carrying up to 30 pounds.
