This position is located in the District of Columbia Homeland Security and Emergency Management Agency (DCHSEMA), Fusion Center (Washington Regional Threat Analysis Center (WRTAC). The mission of DCHSEMA is to support and coordinate homeland security and emergency management efforts, ensuring that the District of Columbia's all-hazards emergency operations are prepared to protect against, plan for, respond to, and recover from natural and man-made hazards. DCHSEMA assumes the continuity of government during and following major disasters. The mission is accomplished in partnership with District, federal and regional agencies as well as many private sector organizations.

Incumbent will work closely with the Assistant Director for Intelligence to supervise a team of subordinate analysts, including intelligence analysts as well as student interns providing daily assignments, projects, and activities. Incumbent will also work closely with the Assistant Director for Intelligence to develop, implement, and evaluate intelligence initiatives for the WRTAC. The Incumbent will supervise the Counterterrorism and Health & Emergency Service Units.

The position requires a strong intelligence analysis background, and a strong subject matter expertise in law enforcement, counterterrorism, emergency management, fire/emergency medical services, and/or public health. Candidates must demonstrate their proficiency in a least two of the aforementioned categories to be considered for the position. Must have significant experience producing intelligence products and the ability to lead the direction and production of said products. Must have a strong familiarity with the United States Intelligence Community, and must possess strong writing abilities.

Incumbent must possess or be able to acquire and maintain a SECRET level security clearance from the Department of Homeland Security. Incumbent is subject to work call-back to support critical or emergency situations.

MSS Appointment: This is a Management Supervisory Service (MSS) Appointment. All positions and appointment in the MSS is "at-will" serve at the pleasure of the appointing authority and may be terminated anytime with or without cause.

Works closely with the Operations Manager to supervise a team of junior analysts, including intelligence analysts as well as student interns providing daily assignments, projects, and activities.

The incumbent will ensures customers/stakeholders understanding of their role in the intelligence cycle and the importance of information-sharing.

Maintains awareness of key customer/stakeholder information needs through both direct contact and research; and identifies and prioritizes intelligence gaps and communicates them to customers/stakeholders. ·

Cultivates and maintains a current and thorough understanding of assigned subject matter, to include awareness of other agency activities related to assigned topics portfolio.

The incumbent will review reported tips and leads for threat information and situational awareness, including determining location, activity, and reporting trends; and anticipates customer/stakeholder intelligence needs through the identification of data gaps associated with terrorism threats.

Conceptualizes, develops, and coordinates value-added synthesis and analysis products to address key customer/stakeholder information needs in a manner suitable for the subject matter and audience.

Assists in the development and refinement of product line and schedule for assigned subject matter portfolio, ensuring relevance and value for respective customers/stakeholders; and ensures that the content and style of intelligence products adheres to quality standards set forth by the Intelligence Community. Applies analytic expertise and sound judgment to all conclusions and recommendations.

Ensure proper coordination of products with appropriate partner entities; and prioritize the dissemination of joint-sealed products with partner entities, to include other NCR fusion centers.

Ensure that all products, both tactical and strategic, meet customer/stakeholder needs and corresponds to articulated customer/stakeholder intelligence requirements.

Ensure that strategic products are based on a thorough body of credible reporting systems; and that tactical and raw reporting products are disseminated in a timely manner through proper channels for IIR production as appropriate.

Disseminate, research, and responds to requests for information (RFIs); and provide real­ time analysis of incoming raw information to Emergency Operations Center (EOC) personnel; generate tactical reports, to include value-added situation reports (SITREPs).

Provide rapid response to ad hoc requests from decision makers (e.g., special intelligence analyses, personal briefings, etc.)



Qualifications:
Education Requirement:

A Bachelor of Arts or Bachelor of Science in a field of study related to terrorism/counterterrorism, critical infrastructure protection, fire/emergency medical service, emergency management, public health, cyber security, law enforcement, or related field is required.

Work Experience:

Four (4) years of experience leading intelligence analysis processes to include product development, production, editing and review as an intelligence analyst or in a relevant analysis function, preferably with the US intelligence, law enforcement, and/or the fusion center communities is required.

or

A Master’s degree in a related field of study can be substituted for experience, requiring three (3) years of the aforementioned experience with a Master’s degree.



In addition to the above experience, three (3) years of experience working to develop, implement and evaluate intelligence initiatives, and previous experience managing a team of intelligence analysts, is desired.
