Overall Job Objective
Coordinates technical and regulatory aspects of the city of Boulder (city) Municipal Separate Storm Sewer System (MS4) permit under the Water Quality and Environmental Services (WQES) Group. Develops, recommends and implements policies and strategies for compliance with the MS4 permit required Control Measures issued under state and federal regulation. Supports technical and regulatory activities internally and with stakeholder groups and regulatory agencies. Plans and directs projects and activities related to meeting MS4 permit regulatory requirements including stormwater plans review and oversight of construction sites. Develops and supports water quality monitoring and special studies and performs data analysis to support MS4 permit and water quality regulation compliance. Supports the enforcement of city code related to stormwater discharges and water quality protection as required under the MS4 permit. Supports the larger Stormwater Quality Program and coordinates with other WQES Programs as needed.
Duties & Responsibilities
Coordinates Stormwater Permit Regulatory Review and Inspection Program
•Develops and implements programs focusing on review and oversight of city construction projects including technical reviews of stormwater management plans and water quality best management practices (BMPs) and frequent construction stormwater inspections of city projects in a manner compliant with the city's MS4 permit.
•Develops project site plans review, permiting and inspection processes and standard operating procedures (SOPs) and associated recordkeeping documentation as required by the MS4 permit.
•Coordinates with city Planning and Development Services, Engineering and other city departments to implement required compliance programs and provide compliance assistance to city project managers.
•Implements enforcement escalation procedures detailed in the city's MS4 permit enforcement response documents when necessary to gain compliance from project managers and contractors.
Coordinates Technical and Regulatory Aspects of the Stormwater Quality Program •Oversees a broad range of compliance activities related to technical and regulatory requirements of the city's MS4 permit.
•Supports coordination with the Colorado Water Quality Control Division on stormwater permit requirements, permit renewals and annual reporting.
•Coordinates the development of the city's MS4 permit annual report, ensures accurate information is included in the report and ensures the report is submitted on time to the state.
•Coordinates and provides technical training for staff to maintain and enhance knowledge of current MS4 permit requirements.
•Assists with updates to city code, policies, and design and construction standards based on changing federal, state and local regulations and high city standards of implementation.
•Coordinates with, and provides assistance to, various city departments on stormwater compliance topics, including, informing key Departments of changing requirements and compliance process.
Coordinates Water Quality Data Analysis and Implements Special Studies to Support Regulatory Requirements •Evaluates water quality data and other environmental data collected to support stormwater quality program efforts.
•Manages activities including the acquisition, analysis, and interpretation of a wide variety of data including, but not limited to, precipitation, surface water, ground water, and geological data, geomorphologic studies, and habitat assessments.
•Develops technical reports, graphs, and other communications related to collected water quality and environmental data.
•Develops, designs and prioritizes appropriate monitoring projects and special studies to characterize water quality and meet requlatory requirements.
•Develops, implements and tracks quality assurance and quality control procedures related to all areas of the Stormwater Quality Program.
•Coordinates and directs the work of consultants conducting water quality studies.
Assists in Stormwater Quality Program Implementation •Coordinates with the Stormwater Quality Supervisor on identifying tasks for WQES staff to support and ensure compliance with applicable regulations and requirements related to the city's stormwater program.
•Identifies opportunities to support and achieve program goals through the direction of staff.
•Assists in determining staff work assignments including field and office work.
•Assists in management of city projects including master plans, annual work plans and city code and ordinance updates.
•Solicits external funding (grants, etc.) to support new projects.
•Evaluates cost/use of external contractors to meet program needs.
•Assists with the development of various larger Utilities and city projects including master plans, strategic plans, rate studies, and coordinated watershed management projects.
•Coordinates with Industrial Pretreatment, Laboratory and Wastewater Treatment Plant staff as needed.
Other Duties as Assigned•Attends and actively participates in WQES Group staff meetings and Water Resource Advisory Board and City Council meetings, as necessary.
•Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
•Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
•Other duties as assigned.

Qualifications
Bachelor of Science degree in civil engineering, environmental engineering, environmental or physical sciences, or a related field, and three years of overall experience that includes a minimum of two years experience in the area of stormwater management and stormwater MS4 permit compliance, or an equivalent combination of education and experience. Strong knowledge of federal and state stormwater regulations. Excellent verbal and written communication and organizational skills. Strong interpersonal skills including ability to deal with people under difficult conditions, resolve conflicts, work under time pressure and experience in working across multiple workgroups or organizations. Skilled in GIS, Access, Excel and/or similar database management programs. Demonstrated analytical, problem solving, and data analysis skills. Demonstrated ability to work independently with minimal supervision and to assume responsibility. Direct experience with water quality monitoring and analysis methods used for regulatory compliance. Stormwater training such as Colorado Department of Transportation Erosion Control Supervisor Training, Certified Professional in Erosion and Sediment Control (CPESC) or other related certifications or ability to obtain within six months. Demonstrated ability to plan and coordinate work, analyze management problems and write reports and make public presentations. Valid driver's license. Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Registration as Professional Engineer or Engineer-in-Training (EIT) and/or Master's degree in engineering, environmental or physical sciences, or a related field. Minimum of five years of experience in stormwater management, engineering or related stormwater MS4 permit experience. Specific training, classes, or work experience covering water quality regulations, green infrastructure design and planning, nutrient and pathogen data analysis and project design, and stormwater modeling. Stormwater compliance inspection experience related to construction sites and experience reviewing Stormwater Management Plans (SWMPs) and water quality best management practice designs. Experience with environmental regulation enforcement, writing regulatory reports and coordinating with regulatory agencies. Experience supporting projects that engage city and regional cooperation.

WORKING CONDITIONS- Required Physical and Mental Effort, and Environmental Conditions:
Physical and Mental Effort: Requires standing, walking, lifting, kneeling, carrying, and occasionally carry sampling equipment. Occasional lifting of up to 20 pounds. Requires: hand/eye coordination to operate office and field equipment; vision for reading, recording and interpreting information, including the ability to distinguish colors; sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.
Work Environment: Works primarily in an office environment, but as necessary works outside to conduct fieldwork and data collection to assist stormwater and public education staff.
Machines and equipment used include, but are not limited to the following: Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
