This supervisory professional position is responsible for the technical work in administering and directing the operation of the Crime Information Unit of the Fayetteville Police Department. Work includes responsibility for planning, directing, organizing and implementing crime data collection, classification, analysis, correlation and reporting functions of the Crime Information Center.

This employee works under the general direction of a higher-level administrator; however, day to day operations require the exercise of independent judgment and initiative. Work is reviewed through analysis of reports, conferences, and by the observation of results obtained.

ESSENTIAL DUTIES & RESPONSIBILITIES

Plans, assigns, and directs the work of subordinate employees engaged in reviewing, abstracting, classifying, coding, assembling, organizing, analyzing, correlating and reporting crime data.

Oversees and participates in the collection, research, analysis and distribution of data and information related to criminal activities in the community.

Coordinates with criminal justice information systems as they relate to crime analysis at agency, city, county, state and federal planning levels.

Reviews, evaluates and reports on status appropriate statistical methods for preparing data for analysis and in reporting results. Acts as technical advisor to subordinate crime analysts and other units who provide data or use section reports.

Coordinates agency data information programs with all appropriate levels.

Prepares preliminary budget estimates for the section, along with reviewing contracts and developing budget proposals for the unit.

Analyzes and recommends modifications to the computer programs and applications used by the unit.

Develops and implements policy for crime analysis issues in accordance with department general orders and accreditation standards.

Complies and prepares reports as required.

Recommends the hire, transfer, advancement, discipline, grievance, resolution and discharge of unit staff.

Conducts performance evaluations.

NON-ESSENTIAL / SECONDARY DUTIES:

Prepares information packets for law enforcement and civilian entities on current crimes trends; discusses crimes trends with civic groups and individuals. Performs related work as required.

Performs other duties as assigned.


Per General Statute – "A conviction of a crime or unlawful act defined as a Class B misdemeanor renders an applicant or certified DCIN user ineligible to become certified as a DCIN user when such conviction is within 10 years of the application date of request for DCIN certification. A conviction of a felony or two or more Class B misdemeanors regardless of the date of conviction renders an applicant or certified DCIN user permanently ineligible to hold such certification.

SPECIAL REQUIREMENTS:

This position is subject to random alcohol and controlled substances testing.
This position is subject to pre-employment polygraph testing.
Must be a U. S. Citizen.

TOOLS / EQUIPMENT USED
Computer and other standard office equipment.

PHYSICAL DEMANDS
Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.

Standard office or indoor environment which includes exposure to computer screens and working closely with others.

Qualifications:
Experience:
Five years of experience in statistical research and analyzing data in a Police Department, other law enforcement agency or military intelligence.

Training:
Equivalent to a Bachelor's degree from an accredited college or university with a major in coursework in criminal justice, computer science or a related filed.

KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of:

Management skills to analyze programs, policies and operational needs.
Law enforcement operational systems.
Report writing procedures and formats.
Computer data entry applications.
Procedures of records processing and maintenance of a law enforcement agency.
Organization, procedures and operating details of a law enforcement agency.
Principles and practices of governmental accounting and the regulations that govern the reporting.
Pertinent federal, state, and local laws, codes and regulations.
Ability to:
Organize and effectively present analytical materials based on research and development.
Make oral presentations before a group audience as a means of teaching, training, or explaining.
Plan, organize, direct and coordinate the work of lower level staff.
Select, supervise, train and evaluate staff.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Work various shifts as assigned.
Communicate clearly and concisely, both orally and in writing.
Understand and carry out oral and written directions.
Correctly interpret and apply the laws, codes, policies and procedures related to the processing of law enforcement documents.
Maintain confidentiality of information.
Work courteously with the department personnel and other relevant customers.

SUPERVISION RECEIVED / EXERCISED:
Receives administrative direction from a Police Major.
Exercises general supervision over Crime Analysts.

LICENSING & CERTIFICATIONS
Required:
Ability to acquire DCI/NCIC Level I & II Certification within one year of employment.

Salary: $4,358.42 - $6,848.92 Monthly
