The Virginia Department of State Police is seeking qualified applicants for an Agency Management Lead Analyst position in the Bureau of Criminal Investigation, High Tech Crimes Division, Northern Virginia/ District of Columbia Internet Crimes Against Children ( NOVA /DC ICAC ) Task Force, located in Fairfax, Virginia. This is an Exempt position; therefore, this position is excluded from the provisions of the Fair Labor Standards Act due to the nature of duties and job responsibilities.

DUTIES:

• Views and assesses all incoming cyber tips received for the NOVA / ICAC task force. Compiles and completes comprehensive reports to effectively distribute received cyber tips. Works cooperatively with all affiliate agencies in the NOVA / ICAC in order to provide them with the needed support for cyber tips assigned to their agency.
• Collects, compiles and collates statistical data from task force affiliate agencies for analysis and submission to OJJDP . Analyzes performance regarding grant goals and objectives to ensure completion in accordance with grant timelines. Works cooperatively with task force affiliate agencies to ensure compliance with grant objectives and performance measurements. Uses spreadsheets/accountability software to track and properly account for taskforce inventory. Processes and monitors equipment and supplies procurement and requisition requests. Keeps records and files for documentation purposes for audit and periodic reviews. Maintains Cyber tip VPN and Case Tracker Log of those cases within task force that require regular reporting in compliance with grant requirements and law.
• Maintains and/or updates documentation of all material Department related to BCI and VSP policy and procedure, to include State Police Manual, BCI Manual, Laws of Arrest, Search and Seizure and Criminal Procedures Manual. Complies with Department rules and regulations that govern Department databases, which will be utilized to support task force initiatives.
• Supports and assists Task Force coordinator in organization and function of task force office including Cyber Tip Case Management. Attends task force regional meetings/other applicable meetings and keep records of meeting minutes. Keeps affiliate agencies aware of training/equipment opportunities via e-mails; and monitors training course schedules/applications.

Qualifications:
• Working knowledge of research and analysis techniques; of accounting and database software; of personal computers and operating system applications.
• Skill in the use of computers and using Microsoft Office applications.
• Demonstrated ability to effectively collect, analyze, summarize, interpret and communicate information and technical data; to maintain accurate and complete files; to manage multiple priorities; to apply critical thinking to diverse information sets, produce logic-based analysis, and recommendations on probable and potential trends and event outcomes; to maintain accurate and complete files; to follow oral and written instructions; and to establish and maintain effective working relationships with all levels of personnel and represenatives of other agencies and organizations.
• High School Diploma or GED and an equivalent combination of training and experience related to the duties of the position required.
• Graduation from an accredited college/university with a major study in the field of Finance, Business/Public Administration, Grant Management or related fields preferred.
• Training in intelligence analysis or crime analysis preferred.
• Public safety experience or other broad scope governmental experience desired.
• Experience using analytical application programs and software to produce GIS -based maps, text, tables, graphs, and charts preferred.

Elements of the selection process for this position will also include the screening of applications; interviewing of qualified candidates; and salary negotiations. The pre-employment process can take approximately up to three (3) months to complete. The anticipated duration of this process is determined by the successful completion of the above items.
