The Day to Day:

UTILITY BUDGETING AND RATE ANALYSIS:
• Assists in developing the business case for water and wastewater prices by reviewing expenses, capital budgets, historic and projected water sales and revenues.
• Performs complex research assignments involving gathering and interpretation of data from multiple sources on issues of significant impact and importance for the District, while exercising sound judgment in analytical techniques and recommendations necessary to achieve expected results.
• Coordinates the schedule for and participates in all aspects of the budget process.
TEAMWORK AND COLLABORATION
• Collaborates with staff at various levels to analyze and demonstrate needs for necessary operational and capital expenditures and provides quantifiable support. Work requires a thorough understanding of detailed budget processes and requires strong interpersonal skills.
• Works closely with staff to analyze and document business expenditures and determine the revenues necessary to cover them. Supports a wide variety of organizational needs.
• Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties.
• Special Projects and other duties as assigned.
CUSTOMER SERVICE AND COMMUNICATION
• Coordinates and administers the development of technical reports for internal and external customers and District stakeholders; prepares responses to requests requiring extensive large financial data research and selection of the best methods to summarize and display the financial data to accurately represent its meaning.
• Attends various internal and external meetings to assist District staff with current and future programs and services that could impact expenditures and/or require additional revenues to cover.
DATA ANALYSIS
• Develops and utilizes spreadsheets, databases and other computer modeling applications to assist with analytical studies or assigned reports and projects on a monthly, quarterly and annual basis.


Qualifications:
QUALIFICATIONS
• Bachelor’s degree in economics or finance, minimum preferred experience of four to six years of related experience and/or training; or equivalent combination of education and experience.
• Must understand basic business principles.
• Previous experience performing analysis of bond issuance preferred.
• Must be able to read and interpret documents such as financial and technical reports, financial and rate setting guidance documents, spreadsheets and financial models.
• Strong communication skills, including written, verbal and presentation skills a must.
• Must be able to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Experience creating and analyzing complex financial models.
• Must be able to exercise considerable initiative and sound judgment; read and understand governmental publications and simple legal documents; analyze administrative problems and develop and present sound conclusions and recommendations; plan, coordinate, research, compile, and analyze a variety of reports and projects.
• Proven customer service skills and the ability to work productively with limited direct supervision.
• Ability to use office equipment such as phone systems, copier, and fax machine. Proficiency with Microsoft Windows Office Suite: MS Outlook Excel and Word.
• Excellent time management and organizational skills required, including the ability to manage a large variety of tasks and deadlines in a positive and productive manner.
• Must possess a valid Colorado Driver's license within 30 days of full time employment and be insurable under District's standards.
• Must obtain CPR/First Aid Certification within the first six (6) months of employment.
