The Eagle River Water & Sanitation District is committed to using the best construction methods and practices in the building of new infrastructure to serve the community at the highest standard. We are looking to add an Inspector to our team to complete inspections and testing of new construction as it relates to our Distribution and Collection System.
This position supports the goals of the Field Operations Department, which maintains and enhances the safety and well-being of the community by providing exceptional water and wastewater service, and maintaining the District’s extensive network of underground assets. The department continuously strives to meet the needs of the community by constantly focusing on customer service, efficient and effective utilization of resources, safety, innovation, and teamwork.
The regular schedule for this position will be 40 hours a week Monday-Friday and will be responsible for occasional on-call shifts.
This is an exciting opportunity for an easy-going and collaborative professional with good decision making ability and willingness to take and give feedback. We are looking for someone with experience in this line of work or someone with relevant experience who wants to learn about construction and infrastructure. The ideal candidate for this role must be organized, have good communication skills, proven documentation skills and be able to hold others accountable. This position will have a ton of daily variety, including working with multiple stakeholders, office work and outdoor field work. And the best part: you provide an essential service to the community while working outside and seeing some pretty amazing places.

ESSENTIAL JOB FUNCTIONS
• Attend weekly Construction Review Meetings.
• Must be able to gain working knowledge of the District’s Rules and Regulations.
• Must be able to manage multiple construction projects and track each one’s progress using work orders contained within the District’s Computer Maintenance Management System (CMMS).
• Provide status updates on projects at weekly Division staff meetings.
• Demonstrate knowledge of District Regulations regarding development and construction.
• Coordinate activities with other District Departments and/or Divisions.
• Work closely with the Rules and Regulations Administrator on project scheduling, documentation and tracking.
• Work closely with the GIS Analyst to accurately reflect new projects on our mapping system.
• Hold pre-construction meeting with contractors.
• Inspects and tests the District’s infrastructure and all pertinent assets related to the project. Inspections will be recorded in a daily log and CMMS.
• Accurately reflect any field changes by documenting on the construction drawings (red lines).
• Complete the Water and Sewer Line Acceptance Procedure forms for each project.
• Upon project completions coordinate with the GIS Analyst to review accuracy of drawings of record.
• Review wastewater line videos and cut sheets to confirm adherence to our specifications.
• Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties
• Performs 2-year warranty inspections on new construction.


Qualifications:
• High School Diploma or equivalent. Bachelor’s degree preferred.
• Must be 18 years or older.
• High school diploma or GED, and two years of directly related maintenance or utility locating experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
• Must have knowledge in or be able to learn about new construction in relation to distribution and collection systems.
• Experience with construction practices and procedures in relation to utilities preferred.
• Colorado Distribution and Collection Licenses preferred.
• Must possess or be able to obtain Collection 1 and Distribution 1 certifications through OCPO within the first 6 months of employment.
• Must possess a valid Colorado Driver's license within 30 days of full time employment.
• Must obtain a Class B CDL within the first year of employment and be insurable under District's standards.
• Read and interpret utility maps, blue prints, and as-built civil engineering drawings (this also includes cut-sheets and curbstop diagrams).
• Proven customer service skills and the ability to work productively with minimal direct supervision.
• Ability to apply concepts of basic algebra and geometry.
• Excellent communications skills (both written and verbal) are essential. This position works closely with consumers, contractors, developers and other District Departments.
• Computer proficiency required, including basic Microsoft Office skills.
• Ability to work with CMMS to create work orders and use GIS and GPS to read maps.
• Ability to use office equipment such as phone systems, copier, and fax machine, and radio system required.
• Must be familiar with industry standards, policies, guidelines and procedures.
• It is a requirement of this position to work overtime, take weekend duty, and be on call for emergency work as well as on call rotation. Must be able to respond within sixty minutes when on call. Knowledge of basic construction practices required.
• Must possess a valid Colorado Driver's license and be insurable under District's standards.
• Must obtain CPR/First Aid Certification within the first six (6) months of employment.
• Must possess or be able to obtain a Commercial Driver License with the following endorsements: Air Brakes, Tanker, and Combination Vehicle/Class “A” or “B” License within 12 months of employment

This position is physical in nature, and requires sufficient physical strength and stamina for:
Constant standing and walking on uneven terrain in various conditions to perform work, constant squatting, bending and kneeling to perform work at various sites
Frequent sitting to write reports and drive to and from work sites.
Occasional climbing and balancing on ladders, stairs, framing and step ladders at unprotected heights to look for structural hazards; occasional reaching overhead and below shoulder to manipulate tools and equipment.
Frequent light grasp, hand manipulation and handling needed to use equipment; occasional firm grasp is needed to manipulate tools
Frequent stepping up/down to get in and out of vehicles, trenches and foundations; frequent actuate mechanism needed to safely operate vehicles
Frequent use of vision to detect hazards; constant use of near acuity to write reports and perform office tasks
Occasional lifting and carrying of up to twenty five (25) pounds
Must be able to talk and hear.
