Details:
Performing Homeland Security analysis which includes, but is not limited to, analysis of terrorist tactics and trends; infrastructure trend analysis; program evaluation; fire, police, and Emergency Medical Services (EMS) analysis; risk analysis; threat analysis; cybersecurity, communications, public health or emergency management analysis; hazard analysis; or any other public safety analysis as appropriate.
• Assessment of infrastructure, which includes, working with internal and external partners, reviewing, evaluating and commenting on safety and security plans and concepts; identification of vulnerabilities at fixed facilities; making recommendations to improve the security of facilities; discovering potential failures.
• Independently direct, plan, organize and conduct complicated research and studies. Manage site/field visits to gather information relevant to program operations and initiatives; organize, analyze and interpret incoming reports, intelligence and investigative action.
• Plan, develop and manage complex special projects to include problem identification, research, risk/gap options analysis, statistical analysis, presentation of recommendations and implementation time frame.
• Compose descriptive analytical reports applying analytical techniques and methods to identify links, trends and patterns.
• Monitor programmatic data collection and recommend additions and/or modications.
• Evaluate, develop and present targeted information for Office executives, staff, stakeholders and consumers.
• Prepare documentation on the impact of federal and state policy, program and budget changes on the organization and its ability to perform life cycle management of programs.
• Direct and manage provision of operational support and resources to program staff.
• Assign, prioritize, review and evaluate the work of subordinates professional/support staff.
• Perform supervisory administrative functions as appropriate.
• Working with sensitive information, requiring the ability to obtain a National Security Clearance.
• Regular travel, unscheduled overtime, and some evening, weekend and/or holiday work can be antcipated.

Qualifications:

Current DHSES with permanent status in the posted title and are interested in reassignment.

GENERAL PUBLIC AND/OR STATE EMPLOYEE MEETING QUALIFICATIONS OUTLINED BELOW:

Candidates must possess a bachelor’s degree from a regionally accredited college or university or one recognized by the New York State Education Department as following accepted educational practices AND have three years of experience in intelligence analysis or in conducting homeland security, counter terrorism or emergency preparedness analysis and assessment in a law enforcement, intelligence, homeland security, emergency management or response organization. A master’s degree may substitute for one year of the experience.

Operational Needs: Work schedule may vary based on operational need.

* Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
