SUMMARY:

Performs technical wastewater system work for the County's Department of Public Works - Utilities. The work involves technical work in the County's wastewater system which seeks to protect the physical sewer system and appurtenances (for example -pipes, manholes, force mains, pump stations, lift stations) and wastewater treatment facilities from damage by requiring certain commercial and industrial users to provide and implement methods of pretreating their wastes prior to those wastes entering the County's sewer system. The worker carries out daily assignments, follows through on matters, and uses independent judgment and training to take appropriate actions to deal with standard recurring situations.

ESSENTIAL JOB FUNCTIONS:

Implements the pretreatment program; reviews industrial user's reports, issues permits, monitors compliance, conducts enforcement activities and interfaces with regulators. Regularly performs pretreatment inspections on restaurants, automotive establishments, photo-processors, Significant industrial Users and Categorical Industrial Users and issues permits as appropriate. Coordinates the analysis of required samples with appropriate laboratories. Acts as the principal back up for the Cross-Connection Control Technician. Responsible for monitoring, reporting, recording, and managing all sanitary sewer overflows (SSO) experienced within the County owned systems. Meets with stakeholders, such as industry, contractors, consultants and members of the Operations and Maintenance division and provides recommendations for regulatory compliance, water and wastewater treatment, industrial pretreatment, and other related issues.

Implements the Department's GreaseBuster program, which is a public outreach program designed to teach about the problems associated with grease in the County sewer lines. These duties primarily take place in the County schools in a classroom and at the Charles County Fair.

Qualifications:
QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledges, Abilities and Skills (These are pre-employment KASs that apply only to Essential Job Functions.)

Knowledge of–

Methods and procedures used in measuring contaminants and other elements in wastewater and their effective control.
Water and wastewater chemical, bacteriological, and related testing and sampling techniques.
The implication of test results as they relate to State, Federal and County regulations.
The use and care of instruments and chemicals used in the work.

Ability to–

Perform pretreatment duties efficiently.
Use the tools and equipment of the work efficiently.
Read and interpret EPA, Maryland and Charles County Pretreatment rules, regulations, ordinances and guidelines and apply them to pretreatment applications.
Maintain paper and electronic records and prepare related reports.
Perform data entry, use databases and produce letters and reports from that data.
Deal courteously and effectively with the public.
Communicate effectively orally and in writing. This includes communications with regulators, industry, and notices to customers.


Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledges, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education

Associates degree with emphasis in Chemistry, Water/Wastewater Engineering, Environmental Science, or a related field.

Experience

Five years of progressively responsible experience is preferred in wastewater systems management, planning, administration or operations, two of which include industrial pretreatment experience.

Licenses or Certificates

Valid driver's license.

Possesses or has the ability to obtain ASSE 5110 (backflow Prevention Assembly Tester), 5120 (Cross-Connection Control Surveyor) and 5150 (Backflow Prevention Program Administrator) certification for Cross-Connection Control.

Special Requirements

Intermediate level knowledge of Microsoft Office products (Word, Excel, PowerPoint, Outlook). Knowledge of Adobe PDF creation products (Adobe Acrobat or equivalent).

Knowledge of Content Management Systems for web site page creation/editing.

Physical Demands

The work is regularly active with periods of moderate to heavy exertion and is performed in shop or field settings and outside. Typical positions require workers to walk or stand for long periods; lift and carry up to 50 pounds; climb stairs, ladders and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors.
