Title: Executive Director
Supervisor: MRWA Board of Directors

Maryland Rural Water Association.
Salary negotiable.


General Activities:
Serves as the Chief Executive Officer and is responsible to the Association’s Board of Directors for the effective conduct of the affairs of the Association. Recommends and participates with the Board in formulating the Mission, Goals, Objectives and Related Policies of the Association. Within that framework, the Executive Director plans, organizes, coordinates, controls and directs the staff, programs and Association activities.


Qualifications:
Essential Functions – Specific Responsibilities:
Within the limits of the Association Charter, By-Laws and established Board approved policies, the Executive Director with appropriate authority:
1. Establishes the organizational structure for the office and related staffing structure.
2. Establishes administrative policies and procedures.
3. Recruits, hires, trains and evaluates staff and administers an effective personnel program.
4. Develops and supervises an effective membership program and services.
5. Develops, supervises and maintains a publications program geared to member needs.
6. Develops and supervises a quality training program that advances financial, technical and managerial skills of water and wastewater systems.
7. Organizes, supervises and coordinates Association conferences.
8. Maintains effective internal and external public relations.
9. Serves as spokes person for the Association in conjunction with the Chief elected official.
10. Maintains an effective government affairs program that represents the interests of the Association with Congress, State Legislature and governmental agencies.
11. Manages and supervises the finances of the Association, including the preparation of an annual budget and long range forecast of needs.
12. Ensures the legal integrity of the Association.
13. Plans and coordinates meetings of the Board and Committees.
14. Provides periodic reports and Board meeting materials in a timely manner.
15. Maintains personal contact with the National Rural Water Association and other State Rural Water Associations to the greatest degree possible.
16. Maintains appropriate relationships with other associations, government agencies, companies and service organizations
The position requires a Bachelor’s degree in business administration
Qualified candidates must demonstrate managerial level experience that includes finance, administration, human resources, developing good working relationships with regulatory agencies and
Excellent interpersonal skills to lead others, be a change-agent, and to improve performance output
Excellent verbal and written communication skills
