Details:
Plans and directs personnel and all aspects of Northern Water’s activities concerning water quality. Identifies water quality issues that may affect the organization and its allottees and develops and implements plans to maintain compliance with pertinent local, state and federal regulations and to protect system water quality and water supply.

Qualifications:
Knowledge, Skills, and Abilities
Knowledge in the following areas is required:
• Water quality constituents and chemistry.
• Knowledge of the practical application of engineering science and technology including applying principles, techniques and procedures.
• Water quality regulations.
Knowledge in the following areas is desired:
• Operation of the Colorado-Big Thompson and Windy Gap projects, and the Colorado River and South Platte River and associated tributaries;
• Northern Water operations and deliveries; and
• Colorado water law.
Skills and Abilities
• Demonstrates expertise in a variety of the field’s concepts, practices and procedures.
• Relies on extensive experience and judgment to plan and accomplish goals.
• Identifies complex problems and reviews related information to develop and evaluate options and implement solutions with a wide degree of creativity.
• Able to operate in a challenging and politically sensitive environment.
• Demonstrated ability to lead a team and demonstrates excellent management skills.
• Strong interpersonal skills and able to maintain and develop top-level, internal and external relationships.
• Excellent written and verbal communication skills to inform and direct appropriately.
• Skilled in project organization, planning and execution.
• Excellent time management skills, staying on task and working off a time table and deadlines.
• Public speaking and presentation skills.
• Strong ability to work and negotiate with diverse stakeholders and interest groups.
• Outstanding collaborative skills and ability to deal with large groups of stakeholders.
• Performs other duties as assigned.
Training Experience and Education Requirements
Training Experience Required:
• Fifteen years’ minimum work experience with engineering and management of complex projects and issues related to water quality and/or environmental compliance/regulations.
• Previous experience managing staff, schedules, and budgets at a departmental level or equivalent.
• Must have experience with project management and a variety of computer software products, including, but not limited to, computer operating systems, database/spreadsheet applications, statistical programs, programming languages, water quality models, Geographic Information Systems (GIS), word processing programs, and productivity applications.
Education Required
• A Master’s degree in Civil, Environmental, Water Resources or related Engineering degree preferred. A combination of equivalent skills, education and relevant experience will be considered.

Physical Requirements
• Walking and climbing stairs daily;
• Requires sustained operation of keyboard devices;
• Requires prolonged sitting, standing, and walking in performance of daily activities; and,
• Ability to lift, drag or push boxes, paper, and documents weighing up to 25 pounds.

License, Certificate, or Credential Requirements
• Professional Engineering License (PE) preferred.
