WSSC, one of the nation’s largest water and resource recovery utilities, seeks a Deputy General Manager, Operations to support the CEO/General Manager (CEO/GM) with the implementation of WSSC’s vision and strategic business plans. Specific responsibilities include directing, supervising and providing strategic leadership for the departments and offices within the Operations branch of the organization (e.g. Water Production & Resource Recovery, Pipeline Maintenance, Asset Management, Engineering & Construction, and Police/Homeland Security).

Key Functions:
• Provides strategy and policy recommendations to the General Manager/CEO
• Works closely and collaboratively with all stakeholders of the Commission
• Listens to, engages, develops, mentors, encourages, motivates and works collaboratively with members of the executive leadership team
• Leads by example – ensuring that all employees are recognized, respected, appreciated and valued equally in WSSC’s effort to deliver the highest quality service possible to its customers
• Serves as a strong advocate of the customer and leads the organization with a mission critical evaluation of all decisions and how they can be made to positively impact the customer
• Reviews and provides timely responses to citizen complaints following staff investigation
• Directs and manages operational activities and ensures overall operational efficiency
• Reviews and addresses a broad array of organizational and financial matters to ensure the fiscal health of WSSC and to deliver top quality services to the community
• Provides for the executive management of all WSSC activities related to engineering and construction, utility services, production, police and homeland security and asset management
• Makes day-to-day decisions on matters not requiring approval from the General Manager/CEO or Board of Commissioners
• Manages the operations branch in a fiscally responsible manner by continually exploring opportunities for increased efficiencies
• Provides executive direction and management on communications with government officials, stakeholders, employees, and customers
• Collaborates with all WSSC departments including internal audit and corporate secretary offices to ensure the most efficient and effective alignment
• Takes responsibility for the effectiveness and efficiency of operations as a whole, intervening as and when require, to ensure that key objectives are met
• Promotes a culture of innovation, flexibility and quality in all aspects of the organization


Qualifications:
Qualifications:
• BA/BS degree (Advanced degree preferred) in Engineering, Public Administration, Business, Finance or related discipline
• 5+ years’ experience at the executive level of a water utility or similar organization that is large and complex
• 3+ years direct management experience
• Comprehensive knowledge of the modern principles of public administration as they apply to utilities administration
• Significant experience managing operations (e.g. water production, resource recovery, pipeline engineering and maintenance, etc.) at a water utility or similar organization
• Ability to lead, direct, mentor, organize and effectively communicate with individuals to accomplish goals consistent with the strategic business plans
• Ability to lead and direct a large complex organization in which customer service is essential to the organization’s success
• Ability to develop and implement long-term plans and programs and to evaluate work accomplishments
• Proven ability to establish and maintain effective working relationships with County and State officials, employees and the general public
• Ability to be proactive and communicate WSSC’s story to its stakeholders to obtain stakeholder buy-in
Salary Range: $168,142 - $252,317
