Details:
Performs office and field work regarding construction inspection of public improvements including streets, sidewalks, gutters, water and sewer lines, roads and drainage structures to ensure compliance with applicable laws, ordinances, standards, plans and specifications. Locates underground utilities for construction. Entry level Hiring Salary: $20.29 to $25.36

Senior level is distinguished from entry level by years of experience, Collection and Distribution certifications and verifiable utility locate experience. Senior level Hiring Salary: $22.59 to $28.23

Qualifications:
KNOWLEDGE: Considerable knowledge of applicable laws relating to utility location in the State of Colorado. Considerable knowledge of applicable laws, standards and regulations relating to construction, inspection, safety and traffic control. Working knowledge of procedures, equipment, and materials used in street, curb, gutter, and storm sewer construction. Working knowledge of the procedures equipment, and materials used in water and sewer system installation. Basic knowledge of surveying principles and techniques. Basic knowledge of civil engineering principles, practices and methods as applicable to the municipal setting.
SKILL: Understand and respond to customers' needs; read and interpret construction drawings and plan specifications; be familiar with the operation of the equipment necessary to perform the functions of the job.
ABILITY: Exercise considerable initiative and sound judgment; plan; organize; read and interpret engineering drawings, blue prints, and specifications; conduct systematic inspection of construction projects and render a decision firmly and tactfully; provide technical advice to contractors and general public; maintain accurate records; apply standard testing and analysis procedures and operate appropriate equipment; establish and maintain effective working relationships with contractors, developers, the public and other employees; evaluate program effectiveness and efficiency; work from broad direction with limited supervision; identify, analyze and address problems and trends in a timely, efficient, and equitable manner; address multiple demands or meet deadlines; adapt to interruptions, equipment-failures, unusual demands, or changing priorities; coordinate, analyze and utilize a variety of reports and records.
EVIDENCE OF QUALIFICATIONS:
TRAINING: High school diploma or equivalent required. Two (2) years of college or technical school with major course work in civil engineering or related area preferred; Collection and Distribution certifications preferred; Flagger, trenching and shoring and other construction safety certifications preferred.
EXPERIENCE: 18 months of experience in municipal service construction, construction inspection work, materials testing, or a closely related field. To promote to the Senior level,specific verifiable Locater experience of 18 months is required or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities to perform essential functions of the position.

Comments:
Must possess a valid Colorado Class "R" driver's license and maintain a safe driving record. This position is on call 50% of non-working hours. Be available to respond to City emergencies such as utility damage, water main breaks, etc.
Field visits may involve exposure to extreme weather conditions, ducts, gases, and fumes. Work requires the ability to drive a vehicle and vision sufficient to inspect development sites for existing conditions. Requires lifting heavy loads over 50 lb.; pulling, pushing, stooping, reaching with both hands, walking, standing for long periods, crawling, working on back, bending, kneeling, climbing, and climbing on ladders. Requires ability to see and hear, vision sufficient to read a variety of material and complete paperwork, speaking, listening, writing, reasoning, problem solving, customer and vendor contact and working around moving parts and running machines and/or moving vehicles. Frequent exposure to noise levels that may cause distractions. Must be able to balance multiple concurrent tasks, manage interruptions and handle stressful situations. May be exposed to confined work area such as vaults. Required to respond to emergencies as needed.
