Under supervision, performs at the fully functional level designing and conducting studies to improve operations, and performs related duties as required.

ESSENTIAL DUTIES:

Maintains, utilizes and enhances spreadsheets, databases, data archive and SQL databases for the metrics reporting of the City of Chicago (CoC) key Inclusiveness and Diversity (I&D) initiatives to inform decision making; Identifies issues or problems with data and makes recommendations to remedy errors;
Aggregates, analyzes, and trends employee demographic data; extracts data from other systems, as necessary; conducts in-depth research on data findings to determine root cause; prepares summary reports, dashboards and recommendations based on analytical insights for review with key stakeholders.
Partners with various stakeholders across CoC, sister agencies, and Cook County to gather diversity data and metrics, and aggregate and analyze data on an enterprise-wide level; assists in conducting market research, trend, cost/benefit or best practice analysis to develop a business case and recommendations
Provides ongoing consultation on data findings/insights to HR business partners and senior-level leaders; collaborates with key stakeholders to develop business-specific strategies and action plans in alignment with the overall I&D strategy to address identified areas of opportunity.
Partners with I&D peers on the development and implementation of strategies, tools, and communications for providing CoC consultation and training on I&D programs and employment compliance topics.
Monitors trends and reports on results of action plans and employee participation in I&D programs and training courses; maintains knowledge of best and next practices through research, external networking, and membership/participation in key organizations representing the I&D function.
Supports Department of Human Resources (DHR) business operations, processes and improvement/efficiency initiatives while assisting in development of internal and external communications, including briefing materials and presentations, for stakeholder groups, including use of innovative technologies to reach multiple audiences throughout CoC management.
Plans, directs, and coordinates DHR project activities and resources to ensure project goals are completed on time, within budget and with optimum quality; provides direction, prioritization, and conflict resolution in managing project teams to accomplish project objectives
Develops, implements, and maintains internal controls to safeguard COC brand assets.
Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary.
Other related duties and responsibilities as assigned.


Qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree, plus two years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting or an equivalent combination of education, training and experience provided the minimum degree requirement is met.


Comments:
Preference will be given to candidates possessing the following:

Analytical experience utilizing statistical techniques to analyze and identify trends in date, define complex problems, and develop recommendations for solutions.
Experience conducting external research on industry benchmarks, workforce demographic trends and company best practices.
Experience utilizing relational databases and reporting tools, like Crystal Reports, Business Objects, etc.
Experience using data visualization software, like Tableau, Domo, Microsoft BI, etc.
Proficiency with telecommunications application software products that provide video chat and voice calls between computers (Skype, GoToMeetings, etc.)
Strong verbal, written communication and creative problem-solving skills
Ability to create and deliver presentations
