Purpose of Position

Why does the job exist?
This position will be responsible for conducting all source analysis and piecing together disparate information and reporting to form integrated views on cyber threat issues of national security and public safety. The Cyber Threat Intelligence Analyst will conduct analysis to provide an overall picture of the intent and capabilities of malicious cyber actors, tools, and tactics, techniques, and procedures (TTPs). The analyst will primarily focus on identifying trends, patterns, and emerging risks and threats while providing senior leaders of state, local and tribal organizations with cyber intelligence that furthers their critical understanding of the cyber threat environment. This position will also assist other members of the Intelligence and Security Bureau when called upon to do so and complete other duties as assigned by the Intelligence and Security Bureau Chief, the Critical Infrastructure Protection Program Coordinator, and/or the Senior Intelligence Analyst .
How does it get done?
The incumbent will:

Provide actionable strategic intelligence to partners regarding new cyber trends and patterns, TTPs, tools, or actors;
Produce daily, monthly, and/or ad-hoc, actionable intelligence products on emerging cyber incidents, risks, threats, events, or trends, in accordance with DHS and FBI intelligence standards;
Perform analysis of raw, primary, and secondary data derived from various sources;
Coordinate with other appropriate cyber security professionals, organizations, and units, including but not limited to State and Local Police Compute r Crimes Units, the state Chief Information Security Officer (CISO), state and/or local Information Technology department, the Federal Bureau of Investigation (FBI}, the U.S. Secret Service (USSS), and the owners and operators of Critical Infrastructure (Cl), the Multi-Stat e Information Sharing and Analysis Center (MS-ISAC) and other Information Sharing and Analysis Organizations (ISAOs);
Work alongside federal, state, and local agencies in addressing threats posed by terrorists, nation-states, and other cyber criminals conducting cyber-attacks;
Work with other Fusion Center staff to ensure that developments in cyber, computer, and network security, and law enforcement investigative capabilities are accounted for in non-cyber focused intelligence production;
Assist other law enforcement agencies or officers with cyber matters, training, briefings etc.;
Monitor a variety of classified, sensitive, partner, and open source reporting for cyber information relevant to partners and/or the Fusion Center domain;
Serve on cyber working groups; and
Provide actionable recommendations regarding the cyber security of partners.
Who are the customers?
This position will serve in improving the national cyber security posture which requires understanding the cyber threats, sharing information related to malicious cyber activity, building a network of trusted cyber security professionals, building a long-term and sustainable risk management strategy that provides for a changing threat environment, and maximizing the effective use of resources. Fusion centers have a clear role to play in supporting and strengthening the national cyber security posture. As the state designated fusion center, the NMASIC likewise has a clear role to play in understanding, analyzing cyber threat data and developing and sharing finished intelligence reporting to our state, local and tribal stakeholders as well as collaborating with critical cyber security partners in New Mexico and throughout the homeland.
Ideal Candidate
The ideal candidate will have the following:

Bachelor of Arts or Bachelor of Science in a field of study related to terrorism/counterterrorism, critical infrastructure protection, fire/emergency medical service, emergency management, cyber security, law enforcement, or related field.
Experience working as an intelligence analyst or in a relevant analysis function, preferably with the US intelligence, fusion center, and/or law enforcement communities is desired (Cyber subject matter expertise preferred).
Intelligence analysis experience, including training on and use of structured analytic techniques.
Strong written and verbal communication and presentation skills. Demonstrated ability to produce written BLUF-style intelligence products for, and demonstrated ability to deliver BLUF-style briefings to, an audience of intelligence consumers.
Demonstrated ability to effectively communicate with all levels of senior management.
Significant experience with open source intelligence research and methodologies.
Minimum Qualification
Bachelor's degree from an accredited four-year college or university and two (2) years of full-time or equivalent part-time paid professional experience in grants development or grants administration, planning, project administration, criminal justice, homeland security, emergency management, data analysis, statistics, research and/or mathematics. Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage and extended periods of sitting with some standing, bending, reaching, and walking. Time constraints and performing duties under short time-lines may be a common occurrence. Ability to lift and carry a minimum of 25lbs. Situations may warrant work in a mobile operations center and subject to recall during disasters and other emergencies.
