VDEM is seeking qualified candidates for the GIS Intelligence Analyst vacancy with responsibilities of researching, analyzing, developing, and disseminating homeland security and critical infrastructure information to support prevention, protection, mitigation, response, and recovery efforts for terrorism and criminal activity for the Virginia Fusion Center. Familiarity with monitoring and assessing suspicious activity reports related to critical infrastructure and facilitating the exchange of sensitive information between the Fusion Center and its partner agencies and organizations is a must. Ensure collection and analysis of information regarding critical infrastructure and other homeland security issues; perform database checks and compilation of results to respond to requests for information in a timely, efficient manner; collecting, formatting, and transferring analytical information into GIS for analysis and development of relevant intelligence products; compiling research information and conducting analysis for intelligence reports and bulletins for projects relative to terrorist and/or criminal activity, including joint and multi-agency intelligence products. Adept in developing threat and vulnerability assessments for special events and critical infrastructure in support of federal, state, and local events. Responsible for delivering presentations to various senior-level public and private-sector officials, to include outreach and education of the Fusion Center. Establish and maintain effective working relationships with personnel at all levels of government and representatives of partner organizations. Provide assistance for special projects in the Fusion Center as directed. The employee in this position will be aware of and proactive in ensuring a strong internal controlled environment to include: reducing potential risks and communicating them to management; ensuring data and reports are accurate and reliable; safeguarding department assets to prevent waste, loss, unauthorized use or misappropriation; strive to achieve department objectives by maximizing operational efficiency and effectiveness; and consistently follow applicable laws, regulations and policies as appropriate. All VDEM employees are designated as essential personnel and may be required to work during emergency situations that involve the Fusion Center. This may require irregular work hours, rotating weekends.

Qualifications:
Minimum Qualifications Ability to effectively collect, analyze, summarize, interpret, and relay information and technical data. Demonstrated ability to apply critical thinking to diverse information sets and to produce logic-based analysis and recommendations on potential trends and event outcomes. Working knowledge of data collection and interviewing techniques; geospatial data collection, cartography, and geographic representation; map compilation, editing, and reproduction; and computers and SQL databases. Knowledge of law enforcement, emergency management, or public safety concepts, and critical infrastructure taxonomy. Knowledge of all-source research, analysis, monitoring, assessment methodologies, and sensitive report production. Superior interpersonal, verbal, and written communication skills effective with technical and non-technical staff members. Ability to conduct research and field work on mapping and geographic information projects for intelligence products; to organize, maintain, retrieve and use materials, automated maps and other data accurately and systematically. Demonstrated ability to produce timely computer-generated cartographic products during high-pressure conditions; to use GIS applications effectively, such as the ArcGIS family of products, including ArcGIS Pro and Portal). Ability to use geospatial data to produce statistical and analytical products, and related system modules such as HAZUS. Some knowledge of emergency management and public safety concepts. Skill in general office practices, the proper use of grammar, and professional report writing. Considerable skill in the use of computers, Microsoft Office, various software, printers and large-scale plotters. Ability to maintain accurate and complete files, manage multiple priorities, and follow verbal and written instruction.
Preferred Qualifications Bachelor's Degree from an accredited college or university in Emergency Management, Criminal Justice, Public Safety, Geographic Information Systems, Cartography, Geography, or a related discipline. An equivalent combination of training and experience may substitute for a degree. Experience using GIS applications, such as ArcGIS 10 or higher, including extensions such as Spatial Analyst and Geo-Statistical Analyst, python scripting, and implementation of statistical analysis using applications such as ArcGIS is preferred. Experience in image processing and remote sensing is highly preferred. GISP Certification or similar GIS competency is preferred. Analytical experience in intelligence community, emergency management or public safety field; public safety experience, or other broad scope governmental experience is highly preferred.

Comments:
$48,000 - $60,000 (salary is commensurate with experience)
