POSITION PURPOSE
The Utilities Systems Specialist position is a skilled lead position in the area of Utility Systems Field Operations and repair, which primarily involves responsibility for the safe and efficient operation of the City of Westminster's utilities systems. The incumbent is responsible for the coordination and administration of the Cross-Connection Control Program to assure compliance with City code and state regulations. This position requires high public contact in all types of situations. It is a mandatory requirement of this position to work overtime, take weekend duty, and be on-call for emergency work such as snow removal, water breaks, and sewer backups. Must be able to respond within thirty minutes when on-call. This is a safety-sensitive position.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, and/or Laotian.

Qualifications:
Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required:
• Graduation from high school or GED
• Must possess a ASSE, AWWA, or ABPA Backflow Prevention Assembly Tester Certificate
• Must be able to obtain and maintain a ABPA Cross Connection Control Specialist Certificate within one (1) year of employment
• Five (5) years of experience in the installation, maintenance, and repair of water and sewer lines
• Three (3) years of experience in a supervisory or lead capacity of a construction and maintenance crew
• Must currently possess Class II Water Distribution Certificate AND be eligible to obtain a class III Water Distribution Certificate within one year of employment
• Valid driver's license and maintenance of a safe driving record for continued employment
• Must be able to obtain and maintain a Class A Commercial Driver License with tanker and air brake endorsement within 90 days of employment
• Must be able to pass a Department of Transportation (DOT) physical upon hire and every two years of continued employment
Preferred:
• ASSE, AWWA, or ABPA Cross Connection Control Specialist Certificate
• Class IV Water Distribution Certification
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
