The Criminal Research Specialist Position is covered under the National Association of Government Employees (NAGE) bargaining unit. This position is located in the Metropolitan Police Department, Homeland Security Bureau, Criminal Research Section.

The focus of this position is to research, correlate, and disseminate timely and accurate information from multiple sources in direct support of criminal investigations, particularly violent offenses. The incumbent will be responsible for gathering, evaluating, organizing, and assembling information for the purpose of detecting and identifying criminal activities, trends, entities, and participants. The incumbent will work in conjunction with investigators and other analysts in order to provide investigative leads, information on potential suspects and witnesses, and technical support during the course of an investigation.

Major duties include:

• Research and obtain data and information from automated and manual resources and networked databases in direct support of investigations
• Receives, prioritizes and validates requests for investigative assistance, and determines the appropriate procedure and protocols in order to initiate the collection and dissemination of the investigative information in a timely manner and designated format
• Summarizes, disseminates and/or exchanges investigative information to authorized personnel, law enforcement agencies and criminal information networks
• Maintains the proper security and confidentiality of all information created or encountered for the purpose of complying with federal and local laws and regulations concerning access to and dissemination of criminal information
• Communicates with field investigators and criminal intelligence officers via radio or telephone in an office setting to assist in identifying and locating suspects and potential witnesses, obtaining and providing information useful to investigators, such as surveillance data, criminal histories, credit histories, financial assets and places of residence and employment, using various restricted access resources
• Review information from surveillance video tapes and audio records
• Obtain relevant information from outside agencies (OUC, OMV, etc.), conduct appropriate link analysis, reviews social media internet sites for potential investigative material, and review all information and intelligence to determine additional action
• Operates technologically advanced video systems and computer applications, including, but not limited to: CCTV (crime cameras), automated license plate readers (LPR), Shotspotter, JUSTIS, WALES II,NCIC, Columbo, Mugshot Retrieval, TLO, iLeads, etc
• Creates, maintains and updates spreadsheets, databases, files and networks, ensuring their security, confidentiality and integrity
• Prepares reports and other documents for detectives and investigators
• May be required to testify in court
• Performs other related duties as assigned.

Qualifications:
Assignment requires knowledge of a full range of intelligence, analytical, and investigative concepts, principles, practices, and skills in applying to knowledge to difficult work assignments. Therefore, the following skillset is required:

• Knowledge of criminal investigations and applicable laws such as the Jencks Act, Brady Material, and related Federal, State, and local laws, rules, and regulations.
• Ability to multitask and prioritize a variety of request and provide results in a timely manner.
• Analytical ability and proficiency in problem-solving.
• Ability to adapt to dynamic, high-stress, and fast-paced work environment.
• Meticulous documentation skills, organizational ability, and attention to detail.
• Strong communication skills to convey sensitive and accurate information both orally and in writing to various audiences.
• Ability to conduct research using various law enforcement databases and software including, but not limited to, JUSTIS, WALES, NCIC, Columbo, Mugshot Retrieval, iLEADS, LlnX, Accurint, TLO, etc.
• Capability to build constructive working relationships with colleagues, outside organizations, and other government agencies.

License, Certification, and other requirements:
None required

Education:
Bachelor's Degree in Criminal Justice or related field preferred, but not required.

Work experience:
Must have one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Must have completed at least one year of specialized experience equivalent to the GS-09 level in the District and/or federal service in a field that is related to the work of the position to be filled. Knowledge and experience working in direct support of investigations, operations, analysis, or related work.

Comments:
Salary: $64,603-83,287

Work environment:

Work is performed in an office setting and in departmental sites throughout the District of Columbia. The position is designated as an "essential" government employee as defined under the DC personnel regulations. This position is part of a 24-7 operation and is subject to non-traditional work hours including rotating shifts, shift works, and working weekends and holidays. A criminal background including a criminal history and credit check are required for positions within the Metropolitan Police Department. Must possess and maintain a valid driver's permit.

Shift Work
Working Shifts are based on seniority. All shifts either have Sunday/Monday off or Friday/Saturday.
Day Shift: 0630-1500 hours
Evening Shift: 1430-2300 hours
Midnight Shift: 2230-0700 hours
