WSSC is one of the nation’s largest water and resource recovery utilities. Headquartered in Laurel, MD, we serve over 1.8 million commercial and residential customers in suburban Maryland. We are actively seeking a Deputy Director, Water/Wastewater Production & Operations to help us continue with our mission of providing clean drinking water to our customers and returning safely treated water to the environment.

The Deputy Director, Water/Wastewater Production & Operations is responsible for planning, directing, coordinating and supervising the operation and maintenance of WSSC’s water filtration plants, water resource recovery facilities and associated support facilities. The Deputy serves the principal assistant to the Director.

Qualifications:
Qualifications:
• BS degree with major work in Civil, Mechanical, Electrical, Sanitary, or Environmental Engineering, Business, or related discipline
• 10+ years’ experience in water and/or wastewater utility systems operations
• 3+ years supervisory experience
• Comprehensive knowledge of the principles and practices of the design, construction, operations and maintenance of water and/or wastewater systems
• Thorough knowledge of business administration as applied to the operations of water and/or wastewater facilities
• Strong knowledge of electrical and mechanical engineering maintenance
Preferences:
• Master’s or other advanced engineering degree
• Water or Wastewater Plant Operator certification

Key Responsibilities:
• Assists with planning, directing and administering water and wastewater services, including operation and maintenance of the plants, plant alterations and expansions, water and wastewater pumping stations, water storage facilities and dams
• Manages WSSC’s Biosolids Management program and serves as WSSC’s representative on regional and national biosolids committees and regional water supply and water security committees
• Assists in the development, tracking and implementation of department business plans, departmental action items and oversees the Production Department’s emergency response plans
• Oversees the management of department-wide contracts
• Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
• Manages the department’s training and compliance programs and oversees knowledge transfer of the department’s workforce.
• Plans, directs and administers workforce flexibility and skills-based pay programs, including safety, training, knowledge transfer and certification programs
• Establishes policies, procedures and methods for the above programs and directs and inspects the work of employees engaged in these areas
• Prepares the department office budget and coordinates the preparation of the entire Department budget
• Assists with studies of water and wastewater costs and initiates change as appropriate
• Reviews operating data for each facility to determine effectiveness of operations
• Assists with the monitoring of WSSC compliance with federal, state and local regulations concerning drinking water quality, wastewater discharge, air quality and biosolids management
• Plays an active role in internal security issues and may represent WSSC regarding security related issues with outside agencies
• Assists with the monitoring of water quality concerns to ensure effective customer service response

Salary Range: $112,054 - $171,056
