Delaware Valley Intelligence Center (DVIC) was established to create cross-jurisdictional partnerships between local, state, and federal agencies, and private sector participants. The DVIC serves as the central point in the Delaware Valley region for the collection, analysis and, timely dissemination of all-hazards information. The fusion center concept is integral to the Department of Homeland Security's (DHS) strategic initiative for information sharing.

Job Description
The Delaware Valley Intelligence Center is seeking an Intelligence Analyst to serve in an analytical element supporting port homeland security efforts. The DVIC performs the role of a regional Fusion Center. The Center is a 24/7 all-hazards, all-crime, information and intelligence collection, analysis, and dissemination facility whose mission is to support and enhance public safety in the Delaware Valley Region.

ROLES & RESPONSIBILITIES:
This is a technical position in the DVIC; receiving, analyzing, and assessing intelligence information of a confidential nature and disseminating the information by telephone, written reports, oral presentations, and electronic data processing methods.
An employee in this class receives data from Department field personnel, other law enforcement agencies, private citizens, and the media in order to detect organizational structures, trends, and movements of pre-operational terrorist activity, prepare analytical assessments and reports, participate in intra/inter-agency meetings and conferences. Duties include utilizing electronic data processing systems to analyze and store data. Work is performed under the general supervision of the Unit Supervisor and is reviewed for conformance with the Department’s prescribed policies and procedures.

Qualifications:
MINIMUM EXPERIENCE AND EDUCATION:

Bachelor's degree with experience performing all-source analysis to provide actionable intelligence to regional law enforcement, Fire, EMS, Emergency Management and private sector partners including formal training as an intelligence analyst.
PREFERRED KNOWLEDGE AND EXPERIENCE:

Experience working with port security partners to include, but not limited to the US Navy, US Coast Guard and private sector port facilities.
Knowledge of the threats and vulnerabilities of maritime operations.
Knowledge of cyber security issues affecting port security.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Skill in the preparation of graphs, maps, and other illustrative devices for visual presentation of data and information.
Skill in establishing and maintaining effective working relationships with public agencies and private sector organizations.
Ability to learn activity charting, and link, event flow, and financial background analyses to process data regarding criminal activity.
Ability to use personal computers for the analysis of information.
Ability to determine the type of information to extract from newspapers, periodicals, and other sources of data for reference and investigative purposes.
Ability to apply logic, sound judgment, and appropriate methods and techniques in analyzing, evaluating, and presenting data.
Ability to communicate effectively both orally and in writing.
Ability to prepare clear and comprehensive reports.
JOB/CITY REQUIREMENTS:

Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six (6) months of start date and throughout tenure with the City of Philadelphia.
Residency within the City of Philadelphia limits is required within 6 months of hire.
Required to pass background check with the Philadelphia Police Department as a condition of employment.
Candidate must be able to obtain and maintain a security clearance.
