SUMMARY: Under general supervision provides a full range of project management and civil engineering services for the City’s capital improvement and maintenance projects. The incumbent will perform technical work related to the design and review of engineering plans, drafting, and work related to the production of maps, drawings, plans, specifications and details for streets, water, wastewater, irrigation, traffic control, and storm drainage. The person in this position will plan, design, and supervise the construction of Capital Improvement Program projects to ensure conformance with plans and specifications, as well as various maintenance projects and work within City right-of-way.

ESSENTIAL FUNCTIONS: Primarily responsible for the review and approval of engineering plans (public and private), field inspection and operation of projects related to the City Capital Improvement program and streets program.

Assists in review and approval of engineering plans, in conducting field inspection for all new street and utility construction projects, conducting traffic studies, including speed, accident analysis volumes and classifications; assists in performing engineering survey work; reviews and enforces engineering standards and specification for public and private projects; monitors progress and ensures conformance to design, specifications, standards and safety on the project sites; designs and prepares graphic presentations and illustrations with reports and studies; compiles, reviews and approves various technical reports; manages and updates the documentation and software for the Highway Users Tax Fund (HUTF). Works closely with the Colorado Department of Transportation and other governmental agencies/municipalities and manages and maintains engineering records and documentation; conducts studies of traffic patterns or environmental conditions to identify engineering problems and assess the potential impact of projects; demonstrates an understanding of traffic study and Manual on Uniform Traffic Control Devices (M.U.T.C.D.) data to prepare warrant studies and assign work orders; analyzes survey reports, maps, drawings, blue prints, aerial photography and other topographical or geologic data for projects; provides surveying construction, right-of-way easements and technical advice regarding design and construction; performs drafting from acquired field notes and miscellaneous engineering calculations and prepared miscellaneous drawings, plans and charts as assigned; maintains survey files (boundary survey, easement survey, design,etc); researches City and County records for existing ownerships, deeds, easements and right-of-way easements; lays out, draws, reviews, and keeps up-to-date water, sewer, irrigation, storm sewer locations and right-of-way descriptions; prepares and presents public records, such as bid proposals, bid tabulations, property and right-of-way descriptions, and prepares maps and drawings for legal descriptions; estimates quantities and cost of materials, equipment, or labor to determine project feasibility; directs and manages capital improvement and maintenance projects from beginning to end, including contract administration; creates and executes project work plans and revises as appropriate to meet changing needs and requirements; ensures that a project is complete in a timely manner and within budget, including legal and project documents being current and stored appropriately; collects street inspections quality data for the City’s Pavement Management Program; analyses pavement management data and compute results and maps to assist with decision making for various maintenance projects; may also be required to assist in the review and management of engineering plans, field inspection and operation of projects related to the City Wastewater and stormwater utility infrastructure. May be required to work overtime. Performs other duties and functions as assigned.


Qualifications:
REQUIREMENTS: Bachelor’s Degree in Civil Engineering, Construction Management or related field from an accredited college or university; five years of progressively responsible experience in engineering, drafting, construction management, and/or surveying and experience in computer-aided design and mapping; hold a valid Colorado Driver’s License; knowledge of the principles, methods of construction project administration, inspection, engineering; knowledge of drafting techniques, equipment, materials and procedures, knowledge of mathematics including, geometry, trigonometry and algebra; knowledge of basic transportation and traffic engineering principles; knowledge of design techniques, tools, and principles involved in production of technical plans, blue prints, drawings and models; knowledge of materials, methods, and the tools involved in the construction of streets and utilities, such as water, sewer, irrigation, and storm sewer projects; skill in the use of BlueBeam software; skill in the use of AutoCAD C3D and civil engineering drafting standards; skill in the use of standard office equipment and drafting instruments; ability to analyze data, draw logical conclusions, make sound decisions and recommendations; listen well and communicate effectively orally and in writing with various audiences, including resolving difficult concerns of the public, designers, contractors, and outside agencies, as well as maintain an effective working relation¬ship with City employees, contractors, consultants, other agencies and the general public. PE licensure highly desired. Transportation & CDOT experience preferred. Equivalent combinations of education and experience may be considered.
