The Colorado Department of Public Health and Environment (CDPHE) is seeking diverse individuals from all backgrounds for a Water Quality Permit Writer.
This position is in the Water Quality Control Division (WQCD), Permits Section, Industrial and Natural Resource Extraction Permits Unit . This Permits Section exists primarily to develop and issue discharge permit actions (new, renewal, modification, termination) for discharges of pollutants from point sources to waters of the state. This Permit Unit has an industrial discharge focus, which includes writing discharge permits for power plants, oil and gas operations, coal mining, metal ming, and various other industrial process water. Further, this Unit regulates discharges of stormwater at mining sites. The Unit also develops industrial preliminary effluent limits (PELs) and provides compliance assistance and general public assistance for industrial discharges, which includes regulatory interpretation of statutes, guidance, and other state and federal regulations. In addition, the Unit participates in the development of statutes, regulations and policies related to the issuance and enforcement of such activities.
About the position
- Retrieve, manipulate, and analyze complex surface water quality and quantity data sets, along with water quality effluent data associated with permitted facilities.
- Evaluate and interpret state and federal and state statutes, regulations, and policies to determine surface water quality and technology based requirements for point source discharges, for either a specific facility/site or for a sector/classification of discharges.
- Evaluate and issue discharge permits for stormwater at mining sites.
- Evaluate framework requirements to determine procedural requirements, including the appropriate type of permit action and associated process requirements.
- Write detailed and data-driven permit documents.
- Participate and run public meetings on permitting actions when necessary.
- Provide testimony, if needed, to defend requirements focused on factual information associated with the permit determination.
- Conduct periodic site visits to verify site characteristics.
- Answer general and specific questions from the regulated community and the public on permit requirements, regulations, and policies via meetings, conference, phone calls, and e-mails.
Qualifications:
Minimum Qualifications
- Graduation from an accredited college or university with a bachelor's degree in biology, chemistry, environmental science, geology, environmental engineering, hydrology, watershed science or closely-related field.
AND
- One year of water quality or quantity related experience.
Substitutions
- Experience in water quality or quantity will substitute for the bachelor's degree on a year-for-year basis.
- A graduate degree in biology, chemistry, environmental science, geology, environmental engineering, hydrology, watershed science or closely-related field will substitute for the bachelor's degree and two years of experience.
Preferred Qualifications and Essential Competencies
- Demonstrated ability to interpret, analyze, and summarize water quality or quantity data and to report findings of analysis.
- Experience applying water quality requirements related to industrial and/or domestic wastewater treatment facilities.
- Knowledge of State and Federal Permit Regulations and/or experience with the Clean Water Act and Colorado Water Quality Control Act.
- Knowledge of hydrology, including Water Quality Analysis and Surface Water Flow Modeling.
- Knowledge of Stormwater flows and/or characteristics
- Strong knowledge of Excel software and applications.
- Manipulating large water quality or quantity datasets
- Holds self accountable for high-quality and timely results
- Ability to pay close attention to detail when completing work tasks.

- Ability to adapt quickly to change and easily consider new approaches

Conditions of Employment

Salary: Although the full salary range is posted, the target hiring salary for this position is between $4743- $5929.
