Job Description:
The State University of New York (SUNY) System Administration, located in Albany, New York, is searching for an Associate for University Planning and Analysis to join the Office of Institutional Research and Data Analytics.  The mission of the Office of Institutional Research and Data Analytics is to serve as the official student-related data clearinghouse for the University.  In this role and with integrity, the Office provides information, data, and analysis in an accurate and timely manner to support SUNY's core mission and decision-making, System Administration and Board of Trustees, and sixty-four campuses. The Office is responsible for collecting data and performing analyses to promote academic quality, system-wide planning, and accountability; providing support for the strategic decision making of the system leadership and the Board of Trustees; and meeting mandatory federal and state reporting requirements.

Under the direction of the Associate Provost and working closely with all office members, the Associate supports System-wide academic and strategic planning and public accountability efforts as well as the development and implementation of policies and initiatives by appropriate utilization and analysis of data.  The Associate collects, analyzes, and presents data from SUNY campuses and other sources as needed to generate information and metrics necessary for monitoring system or program performance.

SUNY is particularly interested in candidates with experience designing survey instruments for quantitative and qualitative data as it pertains to a post-secondary population, implementing the survey, analyzing the responses, and translating the findings. The candidate will on a regular basis work closely with other SUNY System Administration offices and with SUNY campuses; assist in creating high quality summary and detailed reports for a variety of audiences, including SUNY's senior leadership and Board of Trustees; assist in the compilation of a repository of information from national, state, and internal databases and review for completeness and accuracy; and respond to internal and external, formal and informal, scheduled and ad hoc data requests for information and data.

This position will involve working directly with senior staff members.  Responsibilities will also involve presenting to system-wide audiences such as Institutional Research and Planning Officers, Enrollment Management Officers, and Directors of Applied Learning and leading discussions with these audiences.

Job Responsibilities
  • Collect, analyze, and present data from SUNY campuses and other sources as needed to generate information and metrics necessary for monitoring system or program performance.
  • Organize, aggregate, and analyze multiple data streams from various sources for SUNY System Administration and stakeholder use.
  • Develop data warehouses, pivot tables, dashboards, or similar tools using automated reporting in an Oracle-based environment or similar platform.
  • Design survey instruments for quantitative and qualitative data as it pertains to a post-secondary population.
  • Implement surveys, analyze large data set responses, and translate the findings.
  • Respond to various data requests from SUNY System functional units and executive leadership.
  • Serve on working groups to assess most effective and efficient data collection tools, solutions, and integration solutions and options.

Requirements:
Required Qualifications:
  • Master's degree, in a relevant field.  
  • A minimum of three years' experience with complex, large-scale data sets.
  • A minimum of three years' experience in a higher education setting.
  • Experience with survey design, collection, and analysis methods, preferably in a higher education setting.
  • Previous experience with data analysis skills using software packages such as Excel, R and/or SPSS.
  • Knowledge of and demonstrated experience working with administrative relational databases and large data sets, including experience working with data definitions, data dictionaries, and data standards.
  • Demonstrated ability to clearly and effectively communicate technical information to non-technical audiences verbally and in writing.
  • Interpersonal and communication skills necessary to establish and maintain effective working relationships with other System and campus administrators and staff.
  • Demonstrated ability to complete assignments in a timely manner with attention to detail and a high degree of accuracy.
  • Demonstrated ability to work both independently with minimal supervision and collaboratively as part of a team.
  • Demonstrated ability to organize and prioritize projects efficiently and productively in order to meet competing deadlines in a fast-paced environment.
Desired Qualifications:
  • Doctorate in relevant field.
  • At least five years' of experience with complex, large-scale data sets in a higher education institutional research office or similar.
  • Intermediate to advanced knowledge of statistics or social science research techniques.
  • Demonstrated experience with survey research tools and software.
  • Demonstrated knowledge of sampling theory.
  • Intermediate to advanced knowledge creating and modifying databases and data files.
  • Intermediate to advanced skill using data warehouses, pivot tables, dashboards, or similar tools used to automate reporting in an Oracle-based environment or similar.
  • Intermediate to advanced ability to identify findings and draw conclusions relating to policy or practice.
